Oranga Marae - recommending a specific prefab provider

Dear Department of Internal Affairs,
I was recently forwarded an email indicating that DIA staff responsible for Oranga Marae are recommending prefab building as a preferred solution, and specific prefab building providers. An excerpt from the email is provided below.
“If you are planning to build a new whareiti in a different location, there are alternative options to consider, such as prefabricated ablution blocks from suppliers like Advance Build. These can be more cost-effective and help minimise construction disruption. I will send through additional information from Advance Build for you to review.”
I have received further correspondence and verbal confirmation from a number of marae confirming that prefab tecgnology generally and Advance Build specifically have been recommended to them by Oranga Marae advisors (currently 4 marae that I am personally aware of).
1. I request to see any DIA policy documents supporting the recommendation of a single prefab supplier to Oranga Marae applicants by DIA funding advisors.
2. If applicable, please supply evidence that a fair and transparent procurmenet process has been undertaken for a single supplier, or if not applicable, explain why this has not occured.
3. Please provide all email correspondence from Oranga Marae staff recommending prefabricated buildings and Advance Build as a specific supplier to Oranga Marae applicants.
