Request for information OIA 2526-0961
Thank you for your request for information made under the Official Information Act 1982 (the Act) to
the Department of Internal Affairs (the Department), received on 11 March 2026. You requested the
following information:
1. I request to see any DIA policy documents supporting the recommendation of a single prefab
supplier to Oranga Marae applicants by DIA funding advisors.
2. If applicable, please supply evidence that a fair and transparent procurement process has been
undertaken for a single supplier, or if not applicable, explain why this has not occurred.
3. Please provide all email correspondence from Oranga Marae staff recommending prefabricated
buildings and Advance Build as a specific supplier to Oranga Marae applicants.
On 10 April 2026, under section 15A(1)(b) of the Act, the timeframe to respond to your request was
extended by 16 working days to 5 May 2026. This was because the consultations necessary to make a
decision on your request were such that we could not respond within the original time limit.
Response to your request
Parts one and two
The Department does not hold any information in scope of parts one and two of your request. As such,
I am refusing this part of your request under section 18(e) of the Act, that the document al eged to
contain the information requested does not exist or, despite reasonable efforts to locate it, cannot be
found.The Department’s procurement activities are conducted in accordance with the
All‑of‑Government Procurement framework administered by the Ministry of Business, Innovation and
Employment. This framework requires agencies to comply with the five Principles of Government
Procurement and the Government Procurement Charter

In particular, Rule 2 of the Government Procurement Rules
2 requires agencies to conduct
procurement activities in a fair, impartial, and transparent manner. This includes treating all suppliers
equal y, clearly communicating requirements and evaluation criteria, managing conflicts of interest,
and assessing responses objectively against the stated criteria. The rule supports integrity and
accountability in procurement decisions and helps maintain supplier and public confidence in
government procurement processes.
Part three
All email correspondence in scope of your request is attached as Appendix A. Please note, some
information has been withheld under the following sections of the Act:
• 9(2)(a) – to protect the privacy of natural persons
• 9(2)(b)(ii) – to protect information where the making available of the information would be
likely unreasonably to prejudice the commercial position of the person who supplied or who
is the subject of the information
• 9(2)(ba)(i) – to protect information which is subject to an obligation of confidence or which
any person has been or could be compel ed to provide under the authority of any enactment,
where the making available of the information would be likely to prejudice the supply of
similar information, or information from the same source, and it is in the public interest that
such information should continue to be supplied.
I have also withheld information that is out of scope of your request.
As is required by section 9(1) of the Act, I have considered whether the grounds for withholding
information under section 9(2) are outweighed by other considerations. In this instance, I do not
consider that to be the case.
