I am writing to request information under the Local Government Official Information and Meetings Act 1987.
I request a current list of all public-facing CCTV cameras and all ANPR/ALPR cameras owned, operated, or otherwise controlled by Christchurch City Council.
For each camera, please provide the GPS coordinates and a description of the location (for example, the intersection, street, or facility name), together with the brand and model, the camera type (such as fixed, PTZ, or ANPR-capable), the installation or commissioning date (or year if an exact date is not recorded), and any asset ID or internal reference if held. If additional relevant fields exist within the asset register — such as operational status, responsible business unit, or retention category — I request that these also be included.
I also request details of any approved, budgeted, or otherwise planned public-facing CCTV or ANPR installations that have not yet been commissioned, including the intended location, planned brand and model (if determined), and anticipated installation date or timeframe.
In addition, please identify any cameras installed within the past 12 months, and any cameras removed or decommissioned within the past 12 months.
Further, with reference to Christchurch City Council’s published privacy statement regarding CCTV use, which notes that signage will advise where CCTV equipment is being used where possible, I request:
Any policy, internal guidance, or standard governing when and where CCTV signage is installed;
Any assessment framework used to determine when signage is “possible”;
Any audit, review, or compliance documentation relating to CCTV signage placement;
Any policy or standard governing live monitoring, including who may view live feeds and under what authorisation.
Please provide the information electronically, preferably in CSV or Excel format where applicable.
If any part of this request is refused or withheld, please specify the relevant section(s) of LGOIMA relied upon and clarify whether the information is not held or is held but withheld.

Release of information
Please find attached a list of all public-facing CCTV cameras and all
ANPR/ALPR cameras owned, operated, or otherwise controlled by Christchurch
City Council. Please note that this does not include cameras throughout
the city which may have been installed by our agency but are owned by Waka
Kotahi New Zealand Transport Agency or the New Zealand Police.
Please note that no cameras have been decommissioned in the last year,
however replacement of cameras and installation dates are included in the
attached spreadsheet.
There is currently no programme to install new CCTV or ANPR cameras on a
large scale across the streets in Christchurch. Any new installations
might be a result of maintenance responses (faults with existing devices)
or as an ad-hoc decision whilst carrying out other maintenance work as an
effort to create cost efficiencies.
We have included cameras within our facilities as these can be considered
“public facing” however we do not hold asset information for these devices
in a way that we can provide exact model numbers for all cameras without
substantial research and collation, while we will provide the list of
facilities with cameras and the number operational at the facility, we
will be declining the rest of the information under section 17(f), the
information cannot be provided without substantial collation or research.
There will be approximately 20 cameras installed in Omokihi, operational
at the opening of the facility.
We also operate two parking buildings within Christchurch, the Art Gallery
Carpark and Lichfield Car Park. Details of these cameras can be found
below:
Art Gallery Car Park – 58 Gloucester St
12 fixed security cameras that monitor the car park and pay stations.
1 PTZ that monitors the vehicle entry/exit.
2 ANPR cameras that are used to identify licence plates of vehicles
entering and exiting the car park.
Lichfield St Car Park – 33 Lichfield St
54 fixed security cameras that monitor the internal lifts, lift doors,
pedestrian corridors, stairwells, bike shed, vehicle entrances and exits
and pay stations.
5 ANPR cameras that are used to identify licence plates of vehicles
entering and exiting the car park.
365 “Park Assist” cameras that are used to monitor whether a parking space
in the car park is occupied or not.
In both instances, as with the facilities information, these were
installed as part of the build of the carpark and we do not hold
information relating to their brands and models as these were installed by
contractors as part of the larger project. Due to this, we will be
declining that information under section 17(e) of the LGOIMA, the
information does not exist or cannot be found.
As per our referenced Policy which can be found on our website here:
[1]Privacy statement : Christchurch City Council, where possible, signage
will advise when CCTV equipment is being used. Please note that any
building or facility where CCTV cameras are operational has clear signage
within that facility. Signage can also be found around the city in high
frequency areas where crime prevention cameras are in operation, however
we do not host signage for intersection cameras across the city.
There is no fixed assessment framework, the legislation (Privacy Act 2020)
requires signage to be provided where it is reasonable to do so, it would
not be reasonable or practical to install signage at every intersection.
However, these cameras are largely visible at the intersections where they
exist. Please note that intersection cameras are all focussed at the
centre of the intersection or pedestrian crossing where they are located
and focussed on the traffic, as the purpose is to monitor traffic, the
quality is often not high enough to collect identifying information of
people who may pass through the cameras.
Data collected from ANPR cameras is held by the New Zealand Police. This
data must be formally requested from their agency with no unauthorised
access possible within our agency.
We do not hold any audit, review or compliance documentation specific to
CCTV signage placement, due to this, we will be declining this part of the
request under section 17(e) of the LGOIMA, the information does not exist
or cannot be found,
Live monitoring of the footage captured across our city, as well as access
to footage captured by these devices is a heavily restricted activity.
Only a small group of specialised staff have authorisation including those
in parking compliance, and real time operations. Anyone else that may
require access to traffic monitoring, parking enforcement, or crime
prevention footage for operational purposes must formally request this
footage, the requests are reviewed before being sent to the appropriate
authorised team for extraction. Once that footage is downloaded, it is
assessed for privacy before being provided to the requestor whether
internal or external.
A small, restricted number of staff with an operational need have access
to the facility camera recordings for security reasons. These staff are
required to go through formalised training, sign a privacy agreement, and
all activity is logged.
Please note that camera recordings are not held in the same or one
centralised system. Staff with access to intersection cameras are not
authorised or capable of viewing facility recordings, and vice versa.
