Worksite

jayson chilvers made this Official Information request to KiwiRail

Response to this request is delayed. By law, KiwiRail should normally have responded promptly and by (details and exceptions)

From: jayson chilvers

Dear KiwiRail,

I live in the vicinity of 45 west coast road.
You have a worksite there next to the line.
Questions
1) Why is everything stacked right underneath my window where it is the most disruptive while the rest of the site sits empty?
2) Why have I asked this question repeatedly for over 2 years and still not recieved an answer to it?
3) Why does your pamphlet sent to neighbours state a time for works and your contractors consistently break it?
4) Why is there no one who is contactable when the works are in progress so the neighbours can't complain?
5) Why did you see fit to threaten me with a Lawyer instead of just answering my question?
6) What are your future plans for this site?
7) Time table of works planned, and working hours from March 2026 to March 2028

I expect a proper answer not a non-descript PR answer to each of these, or a Lawyer's answer because are non specific and a waste of time

Yours faithfully,

jayson chilvers

Good afternoon Jayson

Please find our response below.

1) Why is everything stacked right underneath my window where it is the
most disruptive while the rest of the site sits empty?

As you have been previously advised, this section of rail land is a key
location for future track access and operational works. The access road
constructed earlier this year provides ample space and safe, efficient
access to the tracks. For this reason, our teams regularly use the area
ahead of rail closures to store materials and equipment.  Materials and
equipment in the safest and most practical location to support efficient
operations.

2) Why have I asked this question repeatedly for over 2 years and still
not received an answer to it?

KiwiRail notes we have been in communication with you since December 2024.

3) Why does your pamphlet sent to neighbours state a time for works and
your contractors consistently break it?

We communicate dates/times with residents near the corridor as accurately
as we possibly can with all the information we have. Occasionally
last-minute changes in operational requirements/weather impacts this and
where possible we notify these changes.

4) Why is there no one who is contactable when the works are in progress
so the neighbours can't complain?

Any complaints or concerns can be raised with KiwiRail at
[1][email address].

We have a 24 hour call centre for urgent issues and even during public
holidays we have operational and communications staff are available to
respond to urgent issues.

5) Why did you see fit to threaten me with a Lawyer instead of just
answering my question?

KiwiRail notes we have been in communication with you since December 2024.

6) What are your future plans for this site?

This site will continue to be used as a lay down work area and access
point for KiwiRail works on the network at times this work/access to the
site will be 24/7. We will continue to notify neighbours of particularly
intense planned work, but you can assume ongoing use of the site.

At times this will be KiwiRail staff and various contractors will also use
the area.

7) Timetable of works planned, and working hours from March 2026 to March
2028.

Please visit our ‘where we are working’ page on the KiwiRail website for
details of upcoming work.  As noted above, this laydown area is essential
to ongoing maintenance work too and as such will continue to be used
regularly for the foreseeable future.

Kind regards

Dave
