Re: Hakanoa Street Flooding Remediation Work
Thank you for your request dated 12 November 2025, for information related
to Hakanoa Street, Grey Lynn. The specific details of your request and our
response are below.
I am emailing to request documents and drawings related to the Engineering
Plan Approval and Resource Consent of the stormwater upgrade works on
Hakanoa Street, Grey Lynn. This request also includes a request for any
flood modelling simulating post-completion of these remedial works.
Healthy Waters & Flood Resilience has provided the following information:
Please find attached the calculations that determined catchment flows and
pipe sizing:
o Hakanoa Street calculations v2
o Hakanoa Capacity Calculations
Hakanoa St project has been declared an emergency due to the poor
condition of the public stormwater pipe, which is severely affected by
tree root intrusion, failed sections, and missing inverts. These issues
prevent maintenance and lead to frequent flooding of streets and
properties, making urgent pipe renewal necessary. Please find attached:
o Emergency Works Declaration Memo_Hakanoa St
o Hakanoa St SW Renewal Drawings
The internal design team has delivered the design, and HW projects do not
require Engineering Plan Approval.
Emergency projects require retrospective consenting, and Baca has been
engaged to undertake this work post-construction.
No flood modelling has been undertaken, but conveyance is expected to
improve after completion of this project due to the removal of root
intrusion and the increased pipe size.
Decisions regarding the release of this information were made by Craig
Mcilroy, General Manager Healthy Waters and Flood Resilience.
You have the right to seek an investigation and review of this response by
the Ombudsman. Information about how to make a complaint is available at
