Emergency Works is defined as: "where any project, work, operation or service which Healthy
Waters provides or is responsible for, is in their opinion affected by or likely to be affected by an
adverse effect on the environment which requires immediate remedial or preventive measures; or
any sudden event causing or likely to cause loss of life, injury, or serious damage to property."
When did this emergency occur?
Originally identified in December 2023 but escalated to emergency on 18 June 2025.
As part of the works to retrieve a flushing head from a stormwater pipe in Hakanoa Street,
significant root infiltration has been discovered. After the flushing head was retrieved, further
excavation was undertaken to remove tap roots. Sections of the pipe were found to have failed,
with inverts missing. Pipe replacement is required as soon as possible.

What is the nature of the emergency and risk being mitigated?
The stormwater main is in very poor condition, with significant tree root intrusion along the entire
length. Several attempts to clear and maintain the existing pipeline have failed, resulting in
significant flooding of the street and properties. Renewal must be carried out as soon as possible
to rectify and minimise risk to the Council.
Description of the emergency
Immediate intervention is required to replace failed stormwater pipes, which is contributing to street
and property flooding. Given these risks, it is strongly recommended that the entire pipe length
(approximately 250m) is replaced as soon as possible to mitigate further deterioration and
associated risks.
