AUSA and UOA Contracts

Craccum Magazine made this Official Information request to University of Auckland

This request has an unknown status. We're waiting for Craccum Magazine to read a recent response and update the status.

From: Craccum Magazine

Dear University of Auckland,

We are requesting copies of the following documents:

- The text of all formal Memoranda of Understanding and/or Contracts that exist between the University of Auckland and the Auckland University Students' Association regarding the provisioning of CSSF funds and how they should be spent. The range of dates we would like to request documentation from is the years 2010 and 2025.

- CSSF Budget forecast documents from the years 2015-2025

- The answer to the question: Does UOA impose a limit on how much CSSF funding given to AUSA can be put towards the salaries of AUSA executive members or professional staff salaries? If such a limit exists, what is it? Is there a limit per individual contract (e.g. no more than $200k per person) or is there a total limit (for example, no more than 70% of the funds provided by UOA to be used on salaries)?

- We request a copy of the new funding agreement, which was recently signed in 2025 between AUSA and UOA. If it has not been signed yet, we request instead an indication of when the documents will be ready to be requested via a further OIA request.

Yours faithfully,

Craccum Magazine

Dear requester,
I refer to your request of 10 November 2025. I apologise for the delay in
the University's response. The University's response follows:
"The text of all formal Memoranda of Understanding and/or Contracts that
exist between the University of Auckland and the Auckland University
Students' Association regarding the provisioning of CSSF funds and how
they should be spent. The range of dates we would like to request
documentation from is the years 2010 and 2025."
"We request a copy of the new funding agreement, which was recently signed
in 2025 between AUSA and UOA. If it has not been signed yet, we request
instead an indication of when the documents will be ready to be requested
via a further OIA request."
"The answer to the question: Does UOA impose a limit on how much CSSF
funding given to AUSA can be put towards the salaries of AUSA executive
members or professional staff salaries? If such a limit exists, what is
it? Is there a limit per individual contract (e.g. no more than $200k per
person) or is there a total limit (for example, no more than 70% of the
funds provided by UOA to be used on salaries)?"
The University has decided to provide the following documents in response
to these parts of your request:

* 110622_SLA for Provision of Student Services_July_December 2011_UoA
and AUSA
* 120607_FINAL_variation to SLA_signed by both parties
* AUSA Deed of Settlement_signed Nov 2012

The Deed of Settlement governed the relationship between the University
and the AUSA for the years 2013 to 2025 and so there are no separate SLAs
for those years. The term of the Deed ended in 2025. The University of
Auckland and AUSA entered into a new Service Level Agreement on 11
November 2025. This document is withheld as confidential under section
9(2)(ba)(ii) of the Official Information Act 1982, and your request for
specific information about its content is refused under the same section.
"CSSF Budget forecast documents from the years 2015-2025"
Our response of 14 November 2025 to your request of 11 August 2025 advised
the following:
"The University does, however, provide information on expenditure from the
CCSF in the media category in its annual reports, as published on the
University's website at
[1]https://www.auckland.ac.nz/en/about-us/a...,
and recently we have provided forecasts for funding allocation from the
CSSF to Craccum in consultation documents published annually on the
University's website at
[2]https://www.auckland.ac.nz/en/study/fees....
See attached a document setting out this information."
You naturally did not have the opportunity to review this response prior
to making your request of 10 November 2025. I understand you are
requesting the CSSF budget forecast documents as published on our website;
this was first done in 2025 - please see attached. Previous years' CSSF
consultation documents included information about expenditure from the
CSSF but did not include these funding allocation forecasts. This is a
partial refusal of your request under section 18(g) of the OIA. Please
note that the CSSF is determined by the University's Council in October
each year for the following year; minutes and agenda papers for past
Council meetings are publicly available on the University's website (see
[3]https://www.auckland.ac.nz/en/about-us/a...
[4]https://www.auckland.ac.nz/en/about-us/a...).
The Fees papers considered by Council in each of those years include both
financial and qualitative information.
You have the right to make a complaint to an Ombudsman if you are
dissatisfied with the University's response.
Yours sincerely,

Landon Watt
