In 2010 I understand that a survey of 120,000 Canterbury residents was undertaken asking about the sacking ECan representatives, when democracy will return to Canterbury and water issues.

I would like to request:
1) The total cost of undertaking this survey
2) The results including all briefings that were made to Cabinet in regards to those results

I would remind you that information is deemed to held even if it is merely known by officers of the organisation. It does not seem very believable that the information I've requested is not known by anyone within your organisation given it was discussed within Cabinet and I am led to believe documentation was tabled.
I will be making an complaint to the Ombudsman about your refusal but I would ask that you reconsider your position prior to this.

In determining in what capacity the information is held, I would of thought that if the Leader of the National Party had shared the information with the Office of the Prime Minister, then the Office of the Prime Minister would now hold that information.
The survey may well have been funded out of the Leader's budget, but that in itself is not determinative.
What are the factors that one would consider here?
- in whose capacity was the pamphlet signed (e.g. National Party Leader or Prime Minister)
