Policy and Procedures regarding OIA Requests
Gavin Millar made this Official Information request to New Zealand Police
The request was successful.
      From: Gavin Millar

    Dear New Zealand Police,
I note that recently you have begun requiring people making OIA requests to present at a local Police station with suitable ID before answering them. See example:
https://fyi.org.nz/request/1733-police-o...
I would ask that you please provide:
- All current policies, procedures, manuals, practice guides and memorandum or similar that are used in receiving and responding to OIA and Privacy Act requests by NZ Police
- Any changes to the above that have occurred in the last 12 months
- Any communication between NZ Police and the Office of the Ombudsman that relate to either current practices or recent changes
If information needs to be withheld I would like to request that, where possible, excisions are made rather than withholding the full document. Please let me know if you wish me to clarify my request.
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.
For the purposes of OIA Section 12 I am both a NZ citizen and in New Zealand which satisfies the requirements. I am happy to provide evidence of this if you provide a direct email address. I am not willing to submit to presenting myself at a Police station with "suitable identification" as this is not a requirement for anyone making an OIA request. I am also unwilling to fill out a specific OIA request form. As the Office of the Ombudsman have made clear on a number of occasions, valid OIA requests are possible through any and all official channels for a department, extending as far as Twitter and Facebook accounts.
Any attempt to decline my request based on the above criteria will result in a complaint to the Office of the Ombudsman.
Yours faithfully,
Gavin Millar
        New Zealand Police
