From: Patrick Thomas

Dear OIA Team,

Under the Official Information Act 1982, I formally request the following unredacted records, in full, with metadata preserved. This request concerns Police attendance at [insert address/Unit 9, Wellington] on or about 2 June 2023.

This request covers all digital, physical, operational, and communications material held by NZ Police or its contractors. Please also treat this as a preservation notice — no deletion, alteration, or destruction of records is permitted.

---

A. Dispatch, GPS & Movement Records

1. Full CAD/dispatch logs – raw export, including timestamps, call signs, edits, deletions.

2. AVL/GPS data for all Police vehicles – raw KML/CSV with UTC timestamps.

3. GPS/location data from handheld radios of attending staff.

4. Audit logs showing who accessed or modified CAD/AVL records.

5. Rosters and callsigns for all staff deployed.

---

B. Radio, Audio & Video Evidence

6. Complete radio comms audio – original .wav files, time-coded, unedited.

7. Transcripts (if prepared) with transcriber details.

8. All body-worn camera (BWC) footage – original files, including pre-activation and post-event buffer.

9. Dog handler BWC/helmet-cam footage – continuous, unedited.

10. Chain of custody logs for any BWC exports, edits, or deletions.

---

C. Scene & Exhibits

11. All photographs – original with EXIF intact.

12. SOCO/forensic scene reports, including tool-mark, fingerprint, DNA testing (or confirmation if none was done).

13. Chain of custody records for the “metal bar” allegedly wedged in the fire exit – seizure time, officer name, storage location.

14. If no bar was seized, confirm this in writing.

---

D. Witnesses & Statements

15. Full statement of Emma Jean Wildon – unredacted.

16. Statement of Wiremu (as referenced in comms audio). If none exists, confirm in writing.

17. All other witness statements, notes, or interviews relating to this event.

---

E. Officer Notes & Internal Records

18. Constable William Hill’s digital notebook – full and unredacted, including the 1 June 2023 entry.

19. All other attending officers’ notebooks/digital notebooks.

20. Revision history of the Summary of Facts – including edits, authors, and redactions.

21. Internal communications (emails, memos, Teams/IMS messages) discussing the case, disclosure, or redaction.

---

F. Policies, Training & Reliability

22. Dog handler’s training/certification records – pass/fail rates, deployment history.

23. NZ Police Dog Section SOPs – tracking, contamination, evidence handling.

24. Policy documents on AVL/GPS, comms audio, BWC retention and deletion.

---

G. Clarifications Required (Answer YES/NO + Written Explanation)

1. Did any officer enter the building before Emma Wildon arrived? If yes, who, when, and how?

2. Was the “metal bar” in the door before or after Police entry?

3. Was the bar seized as an exhibit? If not, why not? Was it fingerprinted or DNA tested?

4. Were officers photographed standing near the fire exit before the dog track? If yes, who and when?

5. Was a scene log maintained? If not, why not?

6. Did the dog track over areas already walked by Police? Was it ground-tracking or air-scenting?

7. Was GPS data recorded for the dog track itself?

8. Do comms recordings reference a “piece of wood” rather than a “metal bar”? If yes, explain.

9. Who identified Wiremu in comms, and why is his statement missing?

10. Has any BWC, AVL, comms, or notebook entry been deleted, altered, or redacted? Provide audit logs.

11. Why does William Hill’s digital notebook contain a redacted entry on 1 June 2023? Was it about me (Patrick Thomas)?

12. Is there any forensic evidence linking me to the scene/bar/doors? If none, confirm explicitly.

13. Did CCTV cameras show any person or vehicle near the scene? If not, confirm explicitly.

14. Who authored the initial Summary of Facts? Who revised it, and why does it contradict Emma Wildon’s account of entry?

---

Format & Preservation

Provide all files in native format with metadata intact.

Provide SHA-256 hash values for digital media.

For withheld material, cite the exact OIA section relied upon and describe content withheld.

Confirm in writing that all relevant material has been preserved and not deleted, altered, or overwritten.

---

Timeframe

This request is under the Official Information Act 1982. A full response is expected within 20 working days.

Failure to provide full disclosure, or any destruction of evidence, will be escalated immediately to the Ombudsman and raised in court as spoliation of evidence and abuse of process.

Kind regards,
Patrick Thomas
