Dear Sarah Kennett,

Thank you for your response.

You ask "Can you clarify what you mean by conflict/s of interest in relation to the prosecution/charges against Carl Longshaw?".

Please interpret it in the broadest sense necessary. While I'm sure what "conflict of interest" means is generally clear, perhaps you have different terminology that you use within the department.

Some examples may be...
The police considering a criminal case against the Minster of Correction or the Minister of Police and their staff. Obvious conflicts there!
Perhaps it might be high-profile figure that police staff know.
Perhaps it is a friend of family member of the police officer.
Perhaps it is a current or former Judge, or their family member, and police have had cases with that Judge and have a working relationship.

Now, the police must have a process to make sure a fair process is followed in such circumstances.

The Auditor General provides some guidance on what Conflict of Interest can mean here: https://oag.parliament.nz/good-practice/...

Another example may be High Court recusal guidelines: https://www.courtsofnz.govt.nz/about-the...

I hope these examples are of use in understanding the type of information that is sought with this request.

Yours sincerely,

Percy Doyle
