Dear Department of the Prime Minister and Cabinet,
Under the Official Information Act 1982 I request:
All operational orders, tasking directives, or memoranda issued to New Zealand Police or GCSB field teams describing the use of Electronic Counter Surveillance, ‘cause-stalking’, or ‘community mobbing’ against any person lawfully residing in New Zealand between 01 January 2020 and today.
Any correspondence, minutes, or briefing notes exchanged between GCSB, DPMC, NZDF, or Police and the US National Security Agency (NSA) or its Five Eyes partners that mention:
– Community-based surveillance programs aimed at civilians not subject to a criminal warrant, OR
– Equipment or techniques classified under NATO classification CONFIDENTIAL/REL FVEY for harassment or behavioural influence (e.g., DEW, V2K, EMF sub-threshold stimulation, directed acoustic devices).
All internal evaluations or reports authored by GCSB Security Liaison Units regarding complaints received from New Zealanders alleging organised stalking or electronic attacks originating from military-intelligence collaboration.
Date range: 01 January 2020 to present.
Preferred format: PDF native files, not redacted summaries unless legally required.
Charge waiver requested as disclosure serves significant public interest in exposing unlawful targeting.
