Dear Government Communications Security Bureau (GCSB),

I am requesting all information that you have on Julian Assange (Founder of Wikileaks) from Jan 1st 2010 with relevance to the following 3 points (1,2,3):

1. Relevant mentions :
Copies of GCSB documents, correspondences and addresses (including but not limited to emails, letters, presentations) from 2010 to present in regards to the following:

A. GCSB, NZSIS, Five Eyes FVEY, Echelon & Security Alliance
B. NSA, CIA, DIA & FBI
C. GCHQ, MI5 & DI
D. From any NZ Government office or NZ Government official.

2. Copies of any terrorist status, terrorist mentions, terrorist classification of Julian Assange or the Wikileaks organisation.

3. Please answer the following questions:
A. What is the New Zealand security classification of Julian Assange or Wikileaks in reference the GSCB, NZSIS or any NZ government office?
B. Is Julian Assange classified as a terrorist by any New Zealand Government Office including the GSCB?
C. Is Wikileaks classified as a terrorist organisation by Five Eyes (FVEY) or any New Zealand Government Office including the GSCB?
D. Has the GSCB, NZSIS, NZ Police or any government office or official accepted the CIA definition by Mike Pompeo that Wikileaks is a "non-state hostile intelligence service"?

We have interpreted part one of your request to be for any documentation the GCSB holds since 2010 relating to Julian Assange from:

1. GCSB, NZSIS, Five Eyes FVEY, Echelon & Security Alliance

4. any NZ Government office or NZ Government official

Is this what you were seeking? If so, as it stands, this request would necessitate a search through a large quantity of information (approximately 10 years' worth) to find any relevant material. To better enable us to fulfil your request, would you please refine part one? For instance, is there a shorter time period you are interested in?

Thank you Mr Callahan,

The Official Information Act 1982 requires that we advise your of our decision on your request no later than 20 working days after the day that we received your request. At this time we are unable to conduct the necessary searches and consultations necessary to fulfil your request within that timeframe, as this would unreasonably interfere with our operations .

We are, therefore, writing to notify you of an extension of the time to make our decision, to 3 August 2020.

You do have the right to complain to the Ombudsman about this extension, however please know that we will do our best to get a response to you as soon as possible.

An extension from 2 April to 3 August is 84 working days. Given that the role of this organisation is the collation and analysis of data, 84 days is hardly a "reasonable period of time having regard to the circumstances" — OIA s15A(2)

There is no reason why you cannot answer question 3 now, as in it's simplicity I am asking for the security classification of Julian Assange and / or Wikileaks? Please provide that information (question 3).

Can you also explain why you there is a delay until the 2nd August, it seems very specific?

Good afternoon Paul,

Unfortunately there is a backlog of Official Information Act and Privacy Act Requests that we were unable to process during the Level 4 lockdown. Additionally, there is a specific process we follow when responding to OIA requests, so we are unable to provide an immediate response to the question below.

Under the OIA we are required when extending the request to specify a new due date. August reflects the amount of time required for consultation on your request, taking into account the number of other requests on hand. We are endeavouring to respond to these as quickly as possible, and will try to provide a response prior to 2 August if possible.
