Thank you for your Official Information Act 1982 (OIA) request of 9 August 2025.
I answer each part of your request as follows:
Al operational orders, tasking directives, or memoranda issued to New Zealand
Police or GCSB field teams describing the use of Electronic Counter
Surveil ance, ‘cause-stalking’, or ‘community mobbing’ against any person
lawfully residing in New Zealand between 01 January 2020 and today.
Any operational orders, tasking directives or memoranda issued by Police regarding
Electronic Counter Surveil ance are withheld under section 6(c) of the OIA, as the making
available of the information would be likely to prejudice maintenance of the law.
Police has not issued any such documents relating to “cause-stalking” or “community
mobbing”. These aspects of your request are therefore refused under section 18(e) of the
OIA, as the document alleged to contain the information requested does not exist or,
despite reasonable efforts to locate it, cannot be found.
Any correspondence, minutes, or briefing notes exchanged between GCSB,
DPMC, NZDF, or Police and the US National Security Agency (NSA) or its Five
Eyes partners that mention:
– Community-based surveil ance programs aimed at civilians not subject to a
criminal warrant, OR – Equipment or techniques classified under NATO
classification CONFIDENTIAL/REL FVEY for harassment or behavioural
influence (e.g., DEW, V2K, EMF sub-threshold stimulation, directed acoustic
devices).
The Department of Prime Minister and Cabinet transferred this part of your request to
Police on 14 August 2025.
No communications have been exchanged between Police and any government agency
from another Five Eyes country (including the National Security Agency) regarding
“Community-based surveil ance programs aimed at civilians not subject to a criminal
warrant” or any equipment or techniques with a NATO classification
“CONFIDENTIAL/REL FVEY.” This part of your request is therefore refused under section
18(e) of the OIA, as the document alleged to contain the information requested does not
exist or, despite reasonable efforts to locate it, cannot be found.
Al internal evaluations or reports authored by GCSB Security Liaison Units
regarding complaints received from New Zealanders al eging organised stalking
or electronic attacks originating from military-intel igence collaboration. Date
range: 01 January 2020 to present.
Police contacted the Government Communications Security Bureau (GCSB) to request
transfer of this part of your request as it is more closely related to GCSB’s functions.
However, GCSB advised that it had already received this request directly from you and
wil provide you with a response in due course.
