Official Information Act request relating to electronic counter surveillance
Thank you for your request made under the Official Information Act (the Act), received on 9
August 2025. You requested:
Under the Official Information Act 1982 I request:
[1]. All operational orders, tasking directives, or memoranda issued to New Zealand
Police or GCSB field teams describing the use of Electronic Counter Surveillance,
‘cause-stalking’, or ‘community mobbing’ against any person lawfully residing in New
Zealand between 01 January 2020 and today.
[2]. Any correspondence, minutes, or briefing notes exchanged between GCSB,
DPMC, NZDF, or Police and the US National Security Agency (NSA) or its Five Eyes
partners that mention:
– Community-based surveillance programs aimed at civilians not subject to a criminal
warrant, OR – Equipment or techniques classified under NATO classification
CONFIDENTIAL/REL FVEY for harassment or behavioural influence (e.g., DEW, V2K,
EMF sub-threshold stimulation, directed acoustic devices).
[3]. All internal evaluations or reports authored by GCSB Security Liaison Units
regarding complaints received from New Zealanders alleging organised stalking or
electronic attacks originating from military-intelligence collaboration.
Date range: 01 January 2020 to present.
For ease of reference, I have numbered your request.
The Department of the Prime Minister and Cabinet does not hold information relating to your
request, but I believe the relevant information may be held by the Government
Communications Security Bureau (GCSB), New Zealand Defence Force (NZDF) and New
Zealand Police (Police). Accordingly, I have decided to transfer your request to each agency
as set out below under section 14(b)(i) of the Act:
• Parts 1, 2 and 3 to GCSB
• Part 2 to NZDF and Police.
