REQUEST UNDER THE OFFICIAL INFORMATION ACT 1982
This letter is in response to your OIA request of 25 September 2015 ;
“Please send me all information regarding the protocol and/or guidelines
that police officers/New Zealand Police are meant to follow in the
handling of transgender and intersex persons, as well as any training
materials or policies guiding police in their interactions with
transgender and intersex people. Please also send me any information
regarding plans to update the protocols and/or guidelines on the handling
of transgender and intersex persons.”
The attached file contains the range of instructions and guidelines
contained in the Police Manual which specifically or in part relate to
police interactions with transgender/intersex persons.
The material includes references from,

The Memorandum of Understanding between Police and Corrections (2009) and
its subsequent schedules do not now reflect current Police and Corrections
policy and procedures and is under review at this time.
Some information has been redacted from these documents pursuant to
section 9(2)(a) of the Official Information Act 1982.
The Royal NZ Police College deliver a training session to recruits titled,
“Valuing Communities” The session has a strong focus on policing in line
with the Core Values (refer to the NZ Police website,
[1]http://www.police.govt.nz/about-us/publi...).
The Valuing Communities training session brings together a range of
persons representing diverse groups for one to one discussions with police
trainees. Transgender/intersex persons are included.
You have the right under section 28(3) of the Official Information Act
1982 to complain to the Ombudsmen if you are not satisfied with the
response to your request.

I'm sorry, we have had an intermittent problem with our web server in the last few weeks. The PDF is downloading again OK now.
I have also checked the raw attachment. The broken images and blue pages (e.g. page 7) are in the file originally received, not an artefact of the FYI system.

Summary of my call to the police today regarding this request:
I contacted Inspector Roly Williams by phone today to give my address, as I did not want to give the NZP any reason to refuse my request. He took down my address and also asked for a landline number, which as I told him I don't have; but given that I called him from my mobile it would have to suffice.
Inspector Williams told me that he was in the process of putting together the information I asked for, and that he didn't foresee any issues in getting it to me within the normal timeframe. I told him that I knew it was possible because I was repeating a request that had been fulfilled in 2012, and wanted to compare the two.
Williams asked if the 2012 request was up on FYI.org.nz, and I said no, it was requested privately by a friend, who gave me a copy. Williams asked what documents the police provided for the 2012 request. I said it had the Corrections-NZP Memorandum of Understanding on the transport of transgender people in custody, and sections from the Policing Manual relating to managing and searching people.
Williams said that it sounded similar to what he was putting together, but he noted that the MoU he would be sending me would be out of date, because it was currently under review. It was unclear if the entire MoU was under review, or just the section relating to transgender people given the changes on Corrections' end.
Williams then asked me what I wanted the information for. He asked me if it was going to have an academic use, if I was part of a group, and what my motivation was. I told him that I wouldn't be using the information for academia but someone else might; that I'm not directly affiliated with any groups, but that I knew some who would be interested in the information; and that I was concerned with finding out the policies around treatment of transgender and intersex people in police and corrections custody in order to figure out how best to help them.
