Under the Local Government Official Information and Meetings Act 1987 (LGOIMA), I am requesting information about the Council’s use of Limited Notification and Public Notification in relation to subdivision applications across all areas managed by Wellington City Council, including the entire Wellington peninsula.
Specifically, I would like to know whether there are any zones, overlays, or geographic areas where it is current Council policy or practice to default subdivision applications to Limited or Public Notification, regardless of the specific effects or merits of the proposal.
If such a policy or pattern of practice exists, I request all supporting information that explains the reasoning, legal basis, planning objectives, or operational rationale for this approach. This includes but is not limited to relevant District Plan provisions, internal policy documents, staff guidance, decision-making criteria, and any Council or committee resolutions, an/or internal communication Teams or Email related to the matter.
I would also like to receive a summary of the subdivision applications processed over the past five years, showing per zone, overlay or geographic area how many were notified (either publicly or on a limited basis), and how many were non-notified. Please present this information in tabular form.
If clarification is required, I am happy to assist.
If the scope is perceived as too large to answer in a reasonable service delay, please provide do what you can, and include recommendation as to how you would prefer the remainder of the request be broken down into a number of distinct requests you will be able to process subsequently.

Your request is being considered under the Local Government Official
Information and Meetings Act 1987 (LGOIMA).
This email is to seek refinement on your request. As currently worded,
question four would require the collation and assessment of a considerable
number of documents from the Council’s systems. To enable us to provide
you with a timely response, and in accordance with our obligations under
section 17B of the LGOIMA, we wish to refine your request to be for a
narrower scope of information if possible. Should the request not be
refined, it is likely that the request will be refused pursuant to section
17(f) of the LGOIMA, as the information requested cannot be made available
without substantial collection or research.
We can look to provide the previous years’ worth of information, with the
following formatting available:
o The address
o A description of the proposal
o The zone
o Whether it was notified or not
To enable us to meet our obligations under the LGOIMA, we would be
grateful for your response as soon as possible, but by no later than 27
June 2025.

Dear BUS: Official Information,
Thank you for your request to reduce the scope.
To make it more achievable, may I suggest we reduce the scope by choosing a zone with less development -- therefore presumably less activity -- the Rural Zone, and as a comparison, an Urban Zone - let's take Brooklyn -- for 1 to 5 years back. Does that work for you?
