Executive Non-Hotel Accommodation and Subsidies

Tēnā koe,

This request is a follow-up to the earlier response titled “Senior Leader Travel” submitted by Sarah Jones, which outlined hotel and flight expenses for a number of ACC kaimahi at the executive level.

Upon reviewing that kōrero, there appear to be inconsistencies between some executives' reported travel and accommodation costs — in particular, fluctuations in the ratio of accommodation to flight spend over time. This raises questions about whether some noho (accommodation) was provided outside of standard hotel arrangements.

Under the Official Information Act, I am requesting the following information, for the same rōpū of executives and the same reporting period as the original request:

1. Details of any non-hotel accommodation paid in full or in part by ACC for these executives. This includes, but is not limited to:

- Rented apartments or houses (e.g. Airbnb, serviced apartments)
- Long-term leased accommodation
- Allowances, subsidies, or reimbursements used for private noho
- Any other accommodation not classified under hotels.

2. For each instance, please provide:

- The name of the executive
- The type and location of the noho
- The period it was used (including start and end dates)
- The reason this noho was used instead of hotel accommodation (e.g. nature of mahi or expected frequency of hui)
- The total cost to ACC, broken down by financial quarter and Executive member (as per the original response).

3. Please also provide any associated documentation, including:

- Internal approvals, business cases, or memos that justified or approved the use of non-hotel noho
- The approval pathway (who approved and when)
- ACC’s current policy or guidance on executive accommodation, including any specific provisions relating to long-term or non-standard noho.

This information will help clarify the context behind these costs and ensure transparency of public spending in relation to executive mahi and hui attendance.

Thank you for your recent response to my Official Information Act (OIA) request. However, I must note that the response is incomplete and unsatisfactory.

The response failed to address Question 2, which specifically requested detailed information for each instance of executive use of long-term accommodation arrangements (noho). As outlined clearly in the original request, I asked for:

- The name of the executive

- The type and location of the noho

- The period it was used (including start and end dates)

- The reason noho was used instead of hotel accommodation (e.g. nature of mahi or expected frequency of hui)

- The total cost to ACC, broken down by financial quarter and Executive

These details were not provided nor was any rationale given for omitting this portion of the request. Claiming it is 'contractual' should not be a mechanism to not be transparent on use of public money (when hotel spend is available). Costs would allow the claim that it is cheaper that hotel use to also be validated.

I also question the need for the earlier extension under section 15A, given the limited nature of the information that was ultimately supplied. It is unclear how the additional time was used to prepare such an incomplete response.

I therefore request that the missing details from Question 2 (specifically for any executive expenditure that falls under ‘long-term accommodation arrangements’) now be provided in full. This clarification should be treated as part of the original request and subject to the same statutory timeframes, not as a new request.

Please confirm receipt of this request and provide the outstanding information accordingly.
