In response OIA request 16626 on 6th March 2025, you released copies of the minutes of Board meetings from 1 March 2022 to 19 December 2024.
Further to that request, please could you publish:
1. Copies of the minutes of Board meetings from 20 December 2024 to the current date.
2. Copies of relevant sections of all attachment papers provided to the Board meetings from 1 March 2022 to the current date, that contain any information relating to:
a) the Behaviour and Conduct Office (e.g. Chief Executive's Reports, other relevant reports by DCEs)
b) updates on the Positive Workplace Culture programme and its successor, Eke Taumata
c) the PSC review into bullying and harassment and complaints handling processes
d) the replacement scheme for the Behaviour and Conduct Office, operated by Fairway. (including any presentation or reports given by Fairway at the Feb 2025 Board meeting, referenced in point 10.1 of the meeting minutes for 29 Nov 2024).
e) complaint statistics and performance reporting provided for cases handled by the Behaviour and Conduct Office, its successor independent scheme, and data on any cases of bullying, harassment or sexual harm not managed by the BCO or its successor scheme (e.g. cases managed directly by People Branch)
3. Copies of the People and Culture sub-committee papers referred to in action point 2 of item 4 of the Board meeting minutes of 28 April 2023.
4. Meeting minutes of the People and Culture Committee where the "complaints management workstream" or Eke Taumata has been discussed (including the meeting referred to by point 3 of item 2 at the Board meeting on 28 July 2023), with any related attachments.
5. Copies of the data referred to in the Management Actions of section 2.2, point 2 of the Board meeting on 1 Dec 2023

Thank you for your request to Fire and Emergency New Zealand on 19 May
2025, requesting ‘Board meeting minutes and attachments regarding culture
change and bullying and harassment complaints processes’.
We believe we can answer questions 1, 3, 4 and 5 in the way in which you
have asked. We have; however, identified issues with responding to
question 2.
Fire and Emergency has undertaken a preliminary search for the information
you have requested for question 2. We are advised that this aspect of your
request is for a substantial volume of information. We have identified
thousands of pages of content which would require manual collation to
identify whether it fits within the criteria of your request. We estimate
this to take over 100 hours of work. Unless refined, it is likely to be
refused pursuant to section 18(f) of the OIA, as the information requested
cannot be made available without substantial collation or research. For
this reason, we are writing to you to seek refinement of your request to
remove any potential reason for refusal.
Therefore, for question 2 only, Fire and Emergency has made enquiries for
the information we believe you are requesting and hope you can consider
refining your request so we can assist with your query.
You have asked for ‘Copies of relevant sections of all attachment papers
provided to the Board meetings from 1 March 2022 to the current date’.
In-scope of this will be documents held in ‘The Resource Centre’ which is
a supplementary document repository that provides additional reading or
background information not formally submitted for decision or part of the
core Board pack. Navigating our Resource Centre is more nuanced and is
kept separate from the Board pack. It is searching the Resource Centre
that would require the manual research of thousands of pages of
information.
The substantial Board packs will remain in scope for your request.
However, we propose that documents or presentations held solely in the
Resource Centre be treated as out of scope. That said, if a Board pack
specifically refers to a document or presentation in the Resource Centre
that is relevant to your request, we will make every effort to retrieve
and include that material in our response.
Once you have considered the above, we would appreciate your decision as
soon as possible. If no reply is received, Fire and Emergency will
consider your request on its original merit.
Please note that section 15(1AA) of the OIA provides that your request is
deemed to be received by Fire and Emergency on the date the scope of your
request was confirmed.
