I refer to your official information request received on 6 May 2025 for
 information regarding the ecology Report completed as part of the Resource
 Consent process for the development of Te Motu o Poutoa/Anzac Park.
 
Our response
Q1. Please supply a copy of the Ecology Report completed as part of the
 Resource Consent process for the development of Te Motu o Poutoa/Anzac
 Park:
Attached are two ecology reports concerning the development of Te Motu o
 Poutoa. The first report (dated 21 October 2024) is a high-level report
 which we commissioned to determine whether the vegetation to be cleared
 meet the criteria of Horizons Regional Council’s One Plan for rare,
 threatened or at-risk habitat. The second report (dated 28 February 2025)
 provided an ecological impact assessment of the project.
 
Decision to withhold some information requested
We have made redactions in the document released to you. The section/s
 relied on to withhold the information is noted in the document and refers
 to the Local Government Official Information and Meetings Act 1987
 (LGOIMA).
 
Privacy – names of third-party employees
We have withheld the names of WSP employees in accordance with section
 7(2)(a) of the LGOIMA. Section 7(2)(a) of the LGOIMA provides that there
 is a good reason for withholding official information when the withholding
 of information is necessary to protect the privacy of natural persons. The
 release of this information would disclose the names of WSP employees
 which is not publicly available. We have considered the public interest in
 releasing the information, however we consider the privacy of individuals
 outweighs the public interest in this instance.
 
Q2. Please also advise who commissioned this report, what costs were
 associated with this, and by whom the costs were paid for.
We commissioned the reports as part of our resource consent application.
 The 2024 report cost $9,194 (exl. GST) and the 2025 report cost $6,403.82
 (exl. GST). The costs are paid for out an internal budget.
 
Q3. Additionally, please supply the guidelines used and thresholds
 determined for any rare, threatened or at-risk habitat, along with who or
 what organisation set these guidelines and thresholds.
