Road resealing

Dear Palmerston North City Council,

We note that a number of roads around the city are currently, or have recently been, resealed/resurfaced. It is somewhat surprising that some streets, seemlingly in comparative good order, have been recently resurfaced.

For a number of years now, we have been sending requests to the PNCC to have Chaytor Street resealed, including photographs of the poor surface quality, loose and patchy metal stone chip and sections of the road that have been damaged by antisocial drivers.
The traffic in the street has increased significantly in the past few years, compounded by the roadworks completed in Linton and Ferguson Streets and a number of infill and social housing builds in the area. The traffic is also chaotic around school drop-off & pickup times with nearby Intermediate Normal School.

Can you please advise when Chaytor Street is scheduled to be resealed?
Are there any plans to include traffic calming measures such as speed humps or chicanes?
Many vehicles, including motorcycles, cars, light and heavy trucks, now use the street as a short-cut to avoid traffic lights.
Are there any plans to properly fix the driveway thresholds that have been significantly damaged by years of stormwater back-up issues?

Our response

Our Activities Manager – Transport & Development has advised the
following:

 

The street is in our forward
1 Can you please advise when Chaytor programme and scheduled to be reseal
Street is scheduled to be resealed? next financial year (July 2026/ June
2027).
There are no current plans to
install speed humps or chicanes on
Chaytor Street, primarily due to
funding constraints.
Traffic calming treatments are
prioritised citywide based on safety
risk, crash history, and available
Are there any plans to include budget.
2 traffic calming measures such as The street could be considered for
speed humps or chicanes? review in the next long term plan
deliberations in 2027, subject to
funding availability and how it
ranks against other competing
priorities across the network. We
recommend submitting on this when
the consultation occurs in that
year.
We have identified an issue with the
capacity on Fitzherbert Avenue. This
is currently being assessed so we
can in this as part of the council’s
stormwater programme works and
determine the appropriate next steps
Are there any plans to properly fix and prioritisation.

of stormwater back-up issues? programme as well as a driveway
programme, where on merits these
programmes are utilised under a
priority basis for expenditure.
Council will take your concerns into
