Can you please advise how many OIA requests the PNCC have been late in responding to in the past five years (to clarify - by "late", I mean the PNCC did not repsond within the statutory 20 working day timeframe)

Of those that were "late", how many applicants were notified their response was going to be late? (prior to them being late, not after the fact)

How many "late" OIA requests remain outstanding as of the date of this request?

How many complaints to the Ombudsman were the PNCC notified of, in that 5-year period, for reasons of being late/outside of the statutory response time?

What is the PNCC doing to address the lateness of their responses?

I refer to your information request received on 10 March 2026 for LGOIMA
statistics from 10 March 2021 to 10 March 2026.

Our response:
 
Questions 1 and 2 below request information for a 5-year period however
this information cannot be made available without substantial collation or
research as it would require officers to manually review every LGOIMA
request from that period. Therefore, we have provided the requested
information for the period from 10 March 2025 to 10 March 2026. Your
request for information from the 4 years prior is refused in accordance
with s17(f) Local Government Official Information and Meetings Act 1987
(the LGOIMA).  
 
We note your request refers to OIA requests however, this Act covers
central government agencies whilst the LGOIMA covers local government.
Therefore, our response refers to LGOIMA requests. 
 
Q1. Can you please advise how many OIA requests the PNCC have been late in
responding to in the past five years (to clarify - by "late", I mean the
PNCC did not respond within the statutory 20 working day timeframe).
Over the period from 10 March 2025 to 10 March 2026 Council received 334
LGOIMA requests. Of these we provided 46 responses after the 20-working
day timeframe. However, 28 of these had extended due dates under section
14 of the LGOIMA and responses were provided within the extended
timeframe. As a result, Council considers that only 18 requests (shown in
lines 3 and 4 of the table below) were not responded to within the
appropriate timeframes.

During this period, we notified 34 requestors of an extension to the
response timeframe within 20 working days of receiving the request as
permitted under S14 of the LGOIMA (shown in lines 2 and 3 of the table
above)
 
Q3. How many "late" OIA requests remain outstanding as of the date of this
request?
As at 10 March 2026 there were no LGOIMA responses that were overdue.
There were 2 open requests that had extended due dates due to the complex
nature of the requests. 
 
Q4. How many complaints to the Ombudsman were the PNCC notified of, in
that 5-year period, for reasons of being late/outside of the statutory
response time?
One.
 
Q5. What is the PNCC doing to address the lateness of their responses?
Council currently has no plans to address lateness of responses.
