Dear Palmerston North City Council,

Please advise if any of the 2 Hectares of Native trees, foliage and wildlife habitat forming part of the Reserve, are intending to be removed and/or disturbed during the building of the Civic Marae and Cultural Centre?

The signage, showing an artists rendition of the project, shows no native bush left at the Reserve - is it all (or some of it) going to be removed?

What plans are there to mitigate disruption to the native birds and wildlife in the area during the construction?

Good afternoon

 

Thank you for your query originally sent to [1][Palmerston North City Council request email].  The
LGOIMA team determined this was better dealt with as a general enquiry
rather than LGOIMA request. 

 

Apologies for the delay in coming back to you with this information.

 

Council’s Officers have advised the following:

Approximately 2,100 sqm of vegetation clearance is required being the red
outline for the building and the yellow outline (100sqm) for road widening
for bus tracking curves and footpath connections.  A corridor cleared for
the stormwater (SW) pipes which can be replanted to some extent afterwards
not shown below. The SW route is planned to avoid mature tawa trees and
wetland areas.

 

An ecologist report has been completed and findings and the effects will
be considered as part of the Resource Consent process.  The ecologist
report recommends methodologies for the vegetation removal to minimise to
loss of fauna and found that none of the areas of vegetation removal met
the threshold for classification as rare, threatened or at-risk habitat.

 

There is an area at the western end of Te Motu o Poutoa with no active
planting programme currently which could have some mitigation planting in
the future depending on how the historic aspects of the site are managed
and there is some potential for planting on privately owned gully to the
south too if a bit of work with neighbours was done. These are currently
out of scope for the project but something that could be considered for
the wider park in the future.
