To New Zealand Transport Agency,

How is the Ministry delegating function and power on the roads to "any agency" when this section of the Act clearly states the ability to do so has been repealed?

How is the Commissioner of Police delegating authority when it has been repealed?

If legislation is written for compliance, why are they not complying?
