At some intersections there are special signals for cycles, trams and
buses. Cycles, trams and buses can move when the signals are on, but all
other vehicles must wait for the green traffic signal.

I acknowledge your recent emails to the CICSSeniorLeadInbox regarding your
request from October 2023 for information on Trams giving way.

 

We acknowledge proper process was not followed by both Waka Kotahi in
transferring the request to us, and by our staff once receiving the
request. For this I apologise. We will be contacting Waka Kotahi and our
Customer Service staff to discuss these shortcomings to ensure it does not
happen again.

 

Despite this, I have an answer for your question below:

Is a Tram legally required to give way to pedestrians in a Shared Zone?

Taking, for example, on or around the intersection of Oxford Terrace /
Hereford Street, Christchurch.

 

In a shared zone, there are no hard and fast rules regarding giving way as
all parties should be aware of each other. However, Trams are generally
expected to give way, unless a pedestrian is obstructing the Tram. Then
the Tram is entitled to expect them to move.

Additionally, if there are signals, such as at the intersection of Oxford
Terrace/Hereford Street, then the signals must always be adhered to.
