Dear Ministry of Transport,
I have received a "Notice of hearing in respect of infringement offence" in the name of "PAIHIA TAXIS & TOURS LIMITED." The notice of hearing shows a driver licence number PZ109108 in the name of "PAIHIA TAXIS & TOURS LIMITED."
I am a director and shareholder of PAIHIA TAXIS & TOURS LIMITED and am, therefore, entitled to request and receive the documents requested.
I require you to provide the following:-
1) A copy of the licence, front and back
2)A copy of all the application documentation that was submitted in support of the original application
3)Copies of any and all other documentation, digital and/or hard copy, from the original date of application up to and including the current date, 2/11/2024
4)Is it not true that only an individual can obtain/be provided with a driver licence as the application requires a signature, and a photograph of the licence holder is also required?

Dear Official Correspondence,
I understand that a driver licence cannot be issued to a corporation or any other entity, only to a human being. If a driver licence is supposedly issued to a corporation, does that constitute an offence since the licence number will be bogus/fictitious? If it is an offence under what law(s)/statute(s) is it an offence?

Dear Official Correspondence,
Good afternoon,
I am writing with reference to the attached letter from Melissa Burns.
First of all, I wish to lodge the strongest possible complaint at having been kept on hold for over an hour (I got fed up and hung up, never did speak to anybody) on 04 894 5400. What is the point of having a phone number if one has to wait who knows how long before anyone answers? I would not put it past you people to put "we the people" on hold for ages in the hope that we will eventually get ticked off, as I did, and they hang up.
I obviously don't know who, if any human being, will receive and, maybe even read this, so I will list all my complaints in one go. I will start with the current one about PAIHIA TAXIS & TOURS LIMITED's driver licence,PZ109108.
I have been in touch with people at your contact centre since 5 November 2024 and still have not received anything that I have requested despite promises that it would be sent.
I spoke, first of all, to somebody called "Tan("ya" or "ia") for about 30 minutes. The call was recorded and I requested a copy of it, which I still have not received, despite a promise that it would be sent. I obviously made a mistake by not getting her last name and e mail address. Turns out there are several "Tan(yas/ias). I also failed to get a reference number, another big mistake. I then spoke to Sweta Jha refence number 38592965, Jay Hedgef reference number 38614182, direct e mail [email address]. He was helpful on the phone but apparently did nothing. I then wrote to [email address] on 8 Nov. 2024. It appears that she does not communicate directly wit "the great unwashed." I sent some kind of e mail to which I received some sort of reply, which I cannot find. On Monday 25 Nov 2024, I received a phone call from "a team leader" whose name I forgot and I also forgot to get a reference number and e mail address. I requested a copy of the conversation, which she promised to send, still waiting. One very interesting thing, among others, which she said was "Police pseudo licences are FAKE!! Yes those were her exact words, which is why I want a copy of the conversation. She said a number of other interesting things which indicated that your call centre people don't know much and they appear to have a script and if the answer to a certain question is not on the script, they are stuffed.
I was unable to find a definition of "pseudo" in either the New Zealand Law Dictionary or Black's Law Dictionary but I did find one here Definition of PSEUDO

PSEUDO meaning: not real or genuine fake
Interesting that Britannica defines "Pseudo" as "fake" just like the NZTA team leader.
It is interesting also the the Ombudsman states "Pseudo licences are routinely created by the Ministry of Transport when a traffic offender has no computer record of holding a licence. The most common reason for this occurring is when there are insufficient details to uniquely identify the offender on the driver licence database." You say that pseudo licences are created by the police who, as I understand it cannot create driver licences, so how does that work? Just as an aside, I recently wrote to the cops in Whangarei asking for a copy of Driver Licence number PZ109108 and received an anonymous reply say "We do not have copy of that licence." The inference would seen to be, to me at least, that although they don't have a copy, somebody else does. So, in closing on this matter, NZTA and the cops appear to be engaging in the issuance of fake driver licences to companies in order to push Infringement Notices, what is your view?
The original Infringement Notice, to which this refers, had no driver licence number on it, PZ109108 appeared only on the Reminder Notice and Notice of Hearing, so how does that work?
Another thing you say "The pseudo record is not a New Zealand driver licence held by "Paihia Taxis & Tours Limited," I would agree with you on that, the Infringement Notice and the Reminder Notice both clearly state that the licence is in the name of "PAIHIA TAXIS & TOURS LIMITED" which is totally different from ""Paihia Taxis & Tours Limited." I am sure you can see the difference.
Where do the police get their authority to issue fake driver licences? Is not some form of legislative/statutory authority required to engage in this form of activity, or are the police above the law?
Have a think about this too. I have done considerable research and it would appear that the only use/purpose for the use of "pseudo (fake) driver licences" is for the issuing of Infringement Notices that otherwise could not be issued. I suggest that you have a look at the 1961 Crimes Act, Section 255 for starters 255 Interpretation false document means a document
Then Section 256
"Every one is liable to imprisonment for a term not exceeding 10 years who makes a false document with the intention of using it to obtain any property, privilege, service, pecuniary advantage, benefit, or valuable consideration." I think your pseudo licences fit nicely into that definition. (1) false (pseudo) document (2)intention of using it to obtain any property, pecuniary advantage, benefit, or valuable consideration
Then Section 257
(1)Every one is liable to imprisonment for a term not exceeding 10 years who, knowing a document to be forged,—
(a)uses the document to obtain any property, privilege, service, pecuniary advantage, benefit, or valuable consideration; or
(b)uses, deals with, or acts upon the document as if it were genuine; or
(c)causes any other person to use, deal with, or act upon it as if it were genuine.
Interesting eh?

Moving right along, I wish to make a formal complaint about Phil Halton who, after being quite helpful in relation to Log Books, is now totally ignoring my e mails and my phone calls, so where do we go from here?
