Request made under the Official Information Act 1982
Thank you for your email of 2 November 2024 to the Ministry of Transport requesting information
about New Zealand driver licence umber PZ109108. Your following request was transferred to NZ
Transport Agency Waka Kotahi (NZTA) on 4 November 2024 and has been considered under the
Official Information Act 1982 (the Act):
I have received a "Notice of hearing in respect of infringement offence" in the name of "PAIHIA
TAXIS & TOURS LIMITED." The notice of hearing shows a driver licence number PZ109108 in the
name of "PAIHIA TAXIS & TOURS LIMITED."
I am a director and shareholder of PAIHIA TAXIS & TOURS LIMITED and am, therefore, entitled
to request and receive the documents requested.
I require you to provide the following:-
1) A copy of the licence, front and back
2)A copy of all the application documentation that was submitted in support of the original
application
3)Copies of any and all other documentation, digital and/or hard copy, from the original date of
application up to and including the current date, 2/11/2024
4)Is it not true that only an individual can obtain/be provided with a driver licence as the application
requires a signature, and a photograph of the licence holder is also required?
I am refusing your request under section 18(e) of the Act as the information requested does not exist.
To provide context, a company cannot be issued with a New Zealand Driver Licence. A New Zealand
licence number has eight characters, beginning with two letters of the alphabet and six numbers (eg;
AB123456). The licence number is issued when a person completes their first application and remains
the same throughout the lifetime of the licence.
However, any licence number beginning with a āPā is known as a pseudo licence number. These
numbers are a 'record only number' created by police when an operator or company do not have a
driver licence record within the Driver Licence Register. In order to assign an infringement against the
person or entity, a pseudo licence record is created. The NZ police system uses the pseudo licence
number as the case tracking number. The pseudo record is not a New Zealand driver licence held by
Paihia Taxis & Tours Limited.
