Dear Ministry of Education,
I see in the news today that Orewa college does not have enough teachers. I also remember that PM Luxon announced that all new teachers will be required to have level 2 maths which can't help staffing numbers.
I ask the following question under the oia:
1. Please release a copy of all correspondence between the Ministry, the Minister and/or Associate Minister of Education and their respective offices in the last 6 months covering teacher supply, staffing and availability. Correspondence should include formal reports but should also include emails, weekly reports, notes of meetings etc. This should include, but certainly not be limited to, any advice around ITE enrollment which are dropping catastrophically.
2. Please release a copy of all correspondence between the Ministry, the Minister and/or the Associate Minister of Education, PM Luxon, their respective offices or DPMC regarding the implications of requiring ncea level 2 on teacher supply, staffing and availability.

(the Ministry) requesting the following information:
1. Please release a copy of all correspondence between the Ministry, the
Minister and/or Associate Minister of Education and their respective

should include, but certainly not be limited to, any advice around ITE

To avoid doubt - please include ece in the above request.
Your request, as currently worded, is very broad in nature and scope and
would require a substantial amount of time to collate. As it currently
stands, you request would very likely be refused under section 18(f) of
the Act as the information requested cannot be made available without
substantial collation or research.
Particularly, your request for all correspondence would require an
extensive IT search of all emails across several different Ministry
business units, as well as with the relevant Ministers’ offices, from
April 2024 to the present, followed by a manual review of each item, in
order to determine if the correspondence is in scope of your request.
An IT search by keywords such as ‘teacher supply, staffing and
availability’ is also likely to yield many items of correspondence, which
may not be related to your request. Likewise, for other parts of your
request, there is no defined set of keywords than can easily be searched
to ensure all information potentially in scope of the request is captured.
For example, the term ‘implications’ could be expressed in any number of
ways.
In the hope of avoiding a full refusal, we ask that you refine the nature
and scope of your request.
Please note that in line with Section 15 (1AA) of the Act, if a request is
amended or clarified after the date on which it is received, the Ministry
may treat the amended or clarified request as a new request that replaces
the original request.

Dear Enquiries National,
Thank you for your response. You make a reasonable point and I am happy to refine my query.
I would like to refine my request to cover solely formal written advice from the Ministry to either Minister, in the form of eduction reports, briefing notes, aide memois and weekly reports for the same period and same topics as before. I imagine these will be much easier to locate - most ministries hbe a central team who keep copies of these in a single place.
Please inform me if this request is now achievable. I would also ask you consider not resetting the clock (as you have the power to do under 15 1aa) as I have quickly provided you with a much narrower request.

Thank you for your response. I have considered it carefully.
I would like you to confirm that you are completely confident in whthildimg the 4 documents in full under section f.iv. Doing so would imply that the entirety of the document is 'advice', with no background materials, factual analysis, etc. It seems very unlikely given the titles of the document, especially document 7 and 8. Rather. I would expect some parts of the document wouldbe withheld and the reminder released, as yu have done in the proactively released documents.
Please also expand my request to include the final piece of advice you refer to in your letter to me that has been recently sent and you seek to withhold in a similar way.
Finally, please confirm that this list of documents is complete. In my (revised) request, I specifically included weekly report items. Please confirm that no weekly reports were sent to the Minister on this topic during this time.
