I wish to make an official information act request regarding the "Help Slow Covid-19" poster, located at https://temahau-live-storagestack-pv-ass... and linkd from https://temahau.govt.nz/covid-19/advice-... as of September 2022.
I request:
1) The scientific and/or public health advice received and/or considered by MoE that supports the advice provided on the poster regarding the level and acceptable duration of different CO2 levels in a classroom.
2) Any other documentation (including, but not limited to email, meeting notes, reviews, earlier proposed versions) relating to the creation, review and publication of this poster.
3) Any documentation that involves discussion of the relationship between the acceptable levels of CO2 described in the "How to Slow Covid-19" poster and the "Indoor Air Quality and Thermal Comfort" requirements provided at https://assets.education.govt.nz/public/...
4) In the case that the "How To Slow Covid-19" poster and the "Indoor Air Quality and Thermal Comfort" document are owned by different teams/departments/people/groups within MoE - all communication between these groups that discusses classroom CO2 levels and ventilation between February and Septeber 2022 inclusive.

I wish to formally complain about your decision to partially grant my OIA request as communicated via email at 17:28 yesterday, 29 November 2002. The grounds for my complaint are:
With respect to part 4 of my request, MoE has failed to meet OIA:
* s13 duty to provide “reasonable assistance” to the requestor.
* s15(1) by failing to communicate the decision on or prior to Oct 23.
* s15A(2) and s15A(4) as the circumstances are not reasonable.
With respect to parts 1-3 of my request, MoE has failed to meet OIA:
* s15A(4)(a) by failing to specify the period of extension sought on Nov 29th.
* s15A(2) by failing to give reasons for the extension sought on Nov 29th.
* s15(1) with the overall timeframe of the request handling.
I am providing a copy of this complaint to the ombudsman.

I have no received any response from you to my complaint, I would expect at the very least an acknowledgment (other than your email auto-responder) that you have received it, ideally even a substantive response to my concerns and distress.
Given it's also been a further 10 working days, 2 full weeks, since your last response when you promised information without "undue delay", I would also appreciate an update on your progress providing the information that you have decided to release already.

2 years later, after a much delayed ombusman complaint, I received an pro-forma apology from MoE for their handling of this request.
Unfortunately I do not seem to be able to upload the PDF of the apology but the key text from it is:

After engaging with the Office of the Ombudsman (the Office), we acknowledge we estimated the
timeframe incorrectly and apologise for the inconvenience. On reflection, we consider it would have
been appropriate and helpful to provide you with a more realistic timeframe in the first instance, taking
into account the complexity of the information requested and the consultations required. The extension
was provided in good faith at the time; however, I acknowledge that there was an undue delay in providing
you the information.
The Office asked us to provide you with assistance to re-scope part four of your request. When making
the decision to refuse part 4 of your request it was determined that it was not possible to provide what
was requested without substantial collation and research. When considering an 18(f) refusal, the team
considers if a refinement to the request would allow us to provide a substantive response. At the time of
making the decision, those involved were unable to identify suggestions for refinement that would still
deliver on the intent of the request, but we remain open to working with you on a refined request, if you
wish to pursue this.
The information that your original request was seeking is held in individual email accounts across the
Ministry rather than centrally collated in one team’s storage location, due to the involvement of teams
across National Office and the Regional Offices on a daily basis supporting schools nationwide with
issues relating to COVID-19, which led to the refusal of that part of your request, so please be
conscious of this in the framing of any future or refined request.
I apologise again for the undue delay in providing you with information, and we look forward to working
with you on any future requests
