OIA: 1335715 – information regarding teacher supply
Thank you for your clarified request of 18 September 2024 to the Ministry of Education requesting
the following information:
•
…all formal written advice from the Ministry to either Minister regarding:
a. teacher supply, staffing and availability. This should include, but certainly not be
limited to, any advice around ITE enrollment which are dropping catastrophically.
b. the implications of requiring ncea level 2 on teacher supply, staffing and availability.

Your request has been considered under the Of icial Information Act 1982 (the Act).
The Ministry has identified eight documents comprising formal written advice within scope of your
request. Please see the document table below which sets out my decision on each paper. Four of
the reports are publicly available. Per section 18(d) of the Act links are provided to these
documents in the document table. The remaining four documents are withheld under section
9(2)(f)(iv) of the Act to maintain the constitutional conventions for the time being which protect the
confidentiality of advice tendered by Ministers of the Crown and officials.
One further document has been included in the table, which is beyond the scope of your request,
as it was sent to the Minister after we received your request. This document is also withheld under
section 9(2)(f)(iv) of the Act.
All of the withheld documents are in the Ministry’s proactive release cycle and wil be published,
when they are no longer under active consideration by Ministers, at the following link:

As required under section 9(1) of the Act, I have considered the public interest in releasing the
information withheld under section 9(2)(f)(iv). I do not consider the public interest considerations

favouring the release of this information are sufficient to outweigh the need to withhold it at this
time.
Please note that on 30 August 2024 information was published on the Ministry’s website regarding
the commencement of targeted stakeholder consultation on the proposal to lift and shift the
Teaching Council’s ITE functions (sections 479(1)(g-i)) to become functions of the Secretary for
