Pursuant to the Official Information Act 1982, I request, by return email to this address:

1. Information about NZ Police procurement of goods and services from Israel, including but not limited to the supply of equipment and technology for tactical operations, criminal investigations, or covert operations, from vendors based in Israel, including those whose parent company is Israeli but NZ Police purchases goods or services through a subsidiary, agent, or intermediary supplier based in another country. For this question, I request, specifically:

- The total amount spent, broken down by the Police workgroup managing or owning the procurement, per financial year from 2019/20 to present (including incomplete figures for the current financial year), on goods or services to vendors as described above
- The total number, by the same workgroups, per financial year from 2019/20 to present (including incomplete figures for the current financial year), of responses to RFI, RFP or other formal procurement processes by vendors as described above.

2. Information about NZ Police procurement of goods and services from specific vendors. For this question, I request, specifically:
- The total amount spent, broken down by the same Police workgroups, per financial year from 2019/20 to present (including incomplete figures for the current financial year), on goods or services to (as a total):
- L3 Harris or its subsidiaries, or
- Lockheed Martin or its subsidiaries.

I consider that by not requesting this information broken down by vendor, I am not requesting information that would prejudice the commercial position or activities of NZ Police or any of the relevant vendors; or that would provide me with enough information to prejudice the maintenance of law and order by confirming any specific operational tradecraft or tactics employed by NZ Police.

I accept that there will be cases in which those undertaking procurement are not aware of the corporate structure of individual vendors they procure from in order to answer this question fully. However, given that there are several well known vendors that fall within the scope of the above, including some that are in the public domain as working with NZ Police, I would be happy to receive a partial answer on this basis, with the appropriate caveats, rather than a refusal on the basis of the information that could not be located due to the limitations of the relevant Police employee’s knowledge.

Thank you for your response to my OIA.

I have one point of clarification to request, please.
I have read several articles published by Phil Pennington for RNZ on Police's purchase of technology.
In these articles, it is a matter of public record that Police has purchased software or services from Israeli company Cellebrite for many years.
Can you confirm that these purchases are included in these totals, given that Police's use of the "tactical capability" itself is already in the public domain?
