Thank you for your Official Information Act 1982 (OIA) request of 29 April 2024.
Please see below a response to each part of your request.
1. Information about NZ Police procurement of goods and services from
Israel, including but not limited to the supply of equipment and technology for
tactical operations, criminal investigations, or covert operations, from vendors
based in Israel, including those whose parent company is Israeli but NZ
Police purchases goods or services through a subsidiary, agent, or
intermediary supplier based in another country. For this question, I request,
specifically:
- The total amount spent, broken down by the Police workgroup managing or
owning the procurement, per financial year from 2019/20 to present
(including incomplete figures for the current financial year), on goods or
services to vendors as described above
Police does not collate the ownership/corporate structure of its vendors including whether
their parent company/ies are based in specific countries through a centralised
mechanism. Nor do Police centrally collate whether goods or services from a specific
country are purchased through a subsidiary, agent, or intermediary supplier based in
another country. This part of your request is therefore refused under section 18(g) of the
OIA, as the information requested is not held.
Police has however been able to identify some vendors spend as defined in your
question. Please note that Police are unable to confirm that al vendor spend has been
captured as requested, as it is not central y available.
Providing the spend broken down by Police workgroup managing or owning the
procurement would be likely to reveal tactical capabilities available to one or more of
those workgroups and thus undermine Police’s ability to prevent, detect and investigate
offences. This breakdown is therefore withheld pursuant to section 6(c) of the OIA, as the
making available of the information is likely to prejudice the maintenance of the law.
However, Police can provide you with the total spend per financial year from 2018/19 to
present (as at 4 June 2024) for the identified companies as below:
- The total number, by the same workgroups, per financial year from 2019/20
to present (including incomplete figures for the current financial year), of
responses to RFI, RFP or other formal procurement processes by vendors as
described above.
This part of your request is refused under section on 18(g) of the OIA, as the information
is not held.

Information about NZ Police procurement of goods and services from specific
vendors. For this question, I request, specifically:

The total amount spent, broken down by the same Police
workgroups, per financial year from 2019/20 to present (including
incomplete figures for the current financial year), on goods or
services to (as a total):

L3 Harris or its subsidiaries, or
-
Lockheed Martin or its subsidiaries.
Providing a breakdown of Police workgroups for L3 Harris or its subsidiaries would be
likely to reveal tactical capabilities available to one or more of those workgroups and thus
undermine Police’s ability to prevent, detect and investigate offences. As such, this part of
your request is withheld pursuant to section 6(c) of the OIA, as the making available of
the information is likely to prejudice the maintenance of the law.
However, Police can provide you with the total spend per financial year from 2018/19 to
present (as at 4 June 2024) for L3 Harris or its subsidiaries as below:
Please refer to Appendix 1 for the total amount spent, broken down by the Police
workgroups, per financial year from 2019/20 to present (as at 4 June 2024) for Lockheed
Martin, the Police Logistics provider. Note that this includes incomplete figures for the
current financial year, on goods or services to (as a total).
