CIIL's Ella Harper left me a phone message on Friday afternoon (8 May) asking to clarify some points. I called her back on Monday morning (11 May).
Ella told me that the contractors for CPW were publicly announced in March (at a 5 March CPW shareholders meeting), so there would not be anything interesting relating to the contractors in the due diligence documents between March and July 2014, as asked in my original request. I agreed that the due diligence documents were no longer relevant and could be dropped from the request.
She described two board meeting which had votes relevant to the CPW decision and agreed to provide those. She said that my request for a copy of the interests register (from our April 28 phone conversation) had been approved and that would be provided.
Ella also asked for an extension on the OIA request until June 4, which I was OK with given the clarifications and later additions.

Dear Ella Harper,
Sorry for the delay replying to your last email, it came through as base64-encoded text. Not sure what happened there.
Re the revised scope, yes that all looks good. We also discussed a copy of the CIIL board Interests Register, is this possible?
Yours sincerely,

Dear Ella Harper,
Sorry for the delay replying to your last email, it came through as base64-encoded text. Not sure what happened there.
Re the revised scope, yes that all looks good. We also discussed a copy of the CIIL board Interests Register, is this possible?
Yours sincerely,
Luke Howison

To follow up Ella Harper's request for clarification, I called her on 28 April and she was very helpful.
Apparently there are "hundreds of documents" relating to due diligence on the CPW investment, so to prevent both of us being buried under a mountain of paper, I asked for any documents relating to CPW's preferred contractors, and when CIIL learned of the final CPW contractor decision.
Ella asked about what I was looking for in relation to the board minutes; I suggested that just the votes for the CPW investment would be sufficient.
I also advised Ella that I had found the director remuneration on the 2014 Annual report (http://www.crownirrigation.co.nz/assets/...), so that question could be skipped.
I also asked if I could have a copy of the CIIL interests register as described in the 2014 Annual report.
