Costs of producing 'before the deluge' reports

Dear Wellington Regional Council,

I seek information and costs relating to producing the various iterations of the report 'before the deluge' (including a breakdown for each different draft) which are available on your website: https://www.gw.govt.nz/your-council/coun...

Please provide a breakdown of costs incurred in producing each iteration of the report, all invoices, and all internal documents and emails relating to the production and approval of expenditure of the reports (for example, internal memos seeking approval).

In addition, I would like all documentation and correspondence relating to the commissioning of these reports. This includes documentation and correspondence on why these reports were commissioned, how they were commissioned (direct approach or competitive tender?), who approved these requests and any advice provided to that decision-maker when considering whether to approve the commissioning of these reports.
