On 20 March 2024, you requested the following information, under the Local
Government Official Information and Meetings Act 1987 (LGOIMA):
a) Does Council have, or could it produce a rough estimate of approximate,
cost to install "high-use driveway treatment for cycle paths and shared
paths" (per NZTA Design Guidance Note) for the entire length of Little
River Link shared path along Halswell Junction Road?
b) Also, if available, approx. cost to install for just a few locations
(such as the two driveways servicing the NPD service station)?
c) Are there are planned, or scoped, enhancements planned for the
aforementioned shared path?
Staff have confirmed that this corridor is owned and managed by NZ
Transport Agency Waka Kotahi (NZTA) and is currently identified as State
Highway 76H. The corridor transferred from CCC ownership to NZTA around
2010 when it was used as an interim State Highway for the first stage of
the southern motorway, to connect to Main South Road. It is due to be
‘returned’ to CCC ownership at some stage in the near future. NZTA
upgraded the carriageway for its State Highway purpose and constructed a
new pathway on the northern berm side of the road around 2011 - 2012.
Under current practices, within urban areas of State Highways, CCC are
typically responsible for the maintenance of paths on the side of the
State Highway carriageways which includes footpaths and shared pathways.
This pathway on Halswell Junction Road is not part of the Little River
Link Major Cycleway Route. However, the pathway has some limited signage
and facilities to improve its function of allowing for cyclists who are
not comfortable using the road carriageway.
a) Does Council have, or could it produce a rough estimate of approximate,
cost to install "high-use driveway treatment for cycle paths and shared
paths" (per NZTA Design Guidance Note) for the entire length of Little
River Link shared path along Halswell Junction Road?
An assessment to bring the pathway up to current design guidance for the
whole length would be needed to generate a reliable Rough Order Cost. This
upgrade would need to include all two dozen driveways, as well as consider
all the road crossings along the entirety of its approx. 2.3 km length.
These could involve localised construction to improve the crossings.
Additionally, an assessment would include coverage for the possible
widening of the pathway. Such an assessment has not been completed and no
ROC is available.
b) Also, if available, approx. cost to install for just a few locations
(such as the two driveways servicing the NPD service station)?
High use driveways improvements will likely include surface colour
markings, pavement marked signage, signs and speed humps. They may
require some localised pathway widening as well. A very Rough Order Cost
total is $30,000 for bringing the two driveway crossings at NPD up to best
practice guidance.
c) Are there are planned, or scoped, enhancements planned for the
aforementioned shared path?
This section of pathway isn’t listed in the current draft of the 2024 –
2034 Long Term Plan LTP that has recently been released for public
consultation. The cycleway network development priorities have largely
focused on delivering the major cycleways programme over the last eight
years and this looks to continue in the current draft 10 year Long Term
Plan. This section of HJR pathway will be considered alongside all other
transport network priorities.
