What matters most - data please

Dear Christchurch City Council,

You have presented the output of the 'What matters most' survey as 'climate change' being the highest ranking choice with a press release stating "Christchurch ratepayers say tackling climate change is the single most important issue facing the city over the next 10 years.". And yet, from your website, this choice was only selected 67% of the time. What you have done is to fabricate a number using 'allocated points' leaving out those that have not chosen this at all. If, as Sara Templeton has said, this data manipulation will create increased taxes and levies to the ratepayers of Christchurch I request that CCC release this data collected so the citizens of Christchurch can view it for themselves.
So please release the data collected via the 'What matters most' survey.

I refer to your request for the data of the What Matters Most survey.

 

Council Response

To provide all of the raw data on the what matters most survey would be an
extensive procedure as it would take an unreasonable amount of staff time
to remove personal information of submitters. Therefore you request has
been refused under LGOIMA s 17(f) – the information cannot be made
available without substantial collation or research.

 

However, Council released the tables below to help people understand
exactly the data that was provided. All of the information is provided and
releasing the raw data would show nothing more. The table below and
appendix 3 provide all the numbers in a variety of different forms.

 

Yes there were other services where more people allocated them points, but
overall those who allocated points to climate change tended to allocate it
more points than respondents did for other services. This bit of the
report on page 13 discusses this in more detail:

Dear Official Information,

Without the information that the Council has collected and collated there is no way that their process and/or data can be verified as acceptable.
The council, should either remit the data so it can be verified or not use this hidden opaque collection and data to inform the residents whether it will do some behaviour.

Please fulfill the original request and release the data as a dump to the NZ open data site or not use or discuss this manipulated data for council purposes.

This data, if not transparent should not be used or discussed in council documentation as it is not reliable or understood to be reliable.

The What Matters Most Report can be found through [1]this link.

On pages 12 and 14 there are two tables which includes the total points
allocated to each activity and the total participants who allocated
points.

On page 61, there is another table (Appendix 3) which provides a full
summary of all the numbers.

 

This provides all of the data as it was collected. Providing the raw data
would not show anything different.

However, to assist you further, staff have provided the attached
spreadsheet, which displays what people allocated to each area.

 

Any further breakdown, as previously stated, would constitute substantial
collation, and is refused under LGOIMA s17(f) – the information cannot be
made available without substantial collation or research.
