Dear Health New Zealand Auckland City, Counties Manukau, and Waitemata.
I am seeking information to understand the impact of understaffing on health services. This request is made under the Official Information Act 1982.
I wish to know the number of house officers and registrars working in your regions – specifically Waitematā, Counties Manukau, and Auckland City. Please treat this as three separate requests for each region.
1/ House Officers:
A. Time Frame: Week 6 of each quarter in 2023.
B/ Information Required:
i. Department and Team Breakdown: Exact number of house officers in each department and team.
ii. Relieving Staff Numbers: Total count of relieving house officers during these weeks.
iii. Vacant Positions: Detailed list of all vacant house officer positions.
iv. Leave Details: Specific numbers of house officers on annual leave, sick leave, and bereavement leave from Monday to Sunday of the specified weeks.
v. Extra Shifts and Duties: Detailed account of any additional duties or cross-covering shifts, including those outside normal hours.
vi. Changes in Staff Numbers: Clear explanations for any variations in house officer numbers between quarters.
2/ Registrars:
A/ Time Frame: Weeks 4 and 10 of each half-year rotation in 2023.
B/ Information Required:
i. Department and Team Breakdown: Exact number of registrars in each department and team.
ii. Relieving Staff Numbers: Total count of relieving registrars during these weeks.
iii. Vacant Positions: Detailed list of all vacant registrar positions.
iv. Leave Details: Specific numbers of registrars on annual leave, sick leave, and bereavement leave from Monday to Sunday of the specified weeks.
v. Extra Shifts and Duties: Detailed account of any additional duties or cross-covering shifts, including those outside normal hours.
vi . Changes in Staff Numbers: Clear explanations for any variations in registrar numbers between the specified times.

For each of these dates, across each department in all districts:
1/ House Officers: Total number employed.

4/ Relieving Registrars: Number of relieving registrars.
5/ Vacant Positions: Details of vacancies.
Part 2: Leave and Cross-Cover Information On the same dates and for each
department across all districts:
1/ Cross Covers: Instances of staff covering for colleagues.
2/ Cross Cover Outside Regular Hours: Details of cross-covering shifts
outside normal hours.
3/ Additional Duties: Information about extra responsibilities.
4/ Leave Records: Counts of staff on sick leave, annual leave, bereavement
leave, or other types of leave.
Part 3: Staff Movements
For each quarter of the specified years:
1/ New Employees: Number of new employees joining.
2/ Resignations: Number of staff resignations.
3/ Transfers: Number of staff transfers within or between departments.
Please provide the requested information both as a direct reply to this
email and additionally as an attachment in an electronic format, such as
PDF or Excel. This will ensure clarity and ease of review.
This email is to let you know that Te Whatu Ora needs more time to make a
decision on your request.
The Act requires that we advise you of our decision on your request no
later than 20 working days after the day we received your request.
Unfortunately, it will not be possible to meet that time limit and we are
therefore writing to notify you of an extension of the time to make our
decision, to 16 February 2024.
This extension is required because the consultation required is such that
a proper response cannot reasonably be made within the original time
limit.
