Half price fares for Total Mobility card holders

Dear New Zealand Transport Agency,

Your agency had announcing ongoing half price public transport fares for multiple groups, including Total Mobility card users.
However, Auckland Transport has returned Total Mobility subsidies to only 40% of standard adult fares, and have stated on their website and in social media replies that the half price fares does not apply to Total Mobility card users.

I am requesting the communications that have been sent by NZTA to the regional transport authourities relating to the half price fares, and in particular in relation to their application to Total Mobility card users.

I would like to send a subsequent request in relation to this in the context of the provided answer.

- Did Waka Kotahi undertake consultation with the disability community/disability advocacy groups and/or with the Ministry of Disabled People while making a decision to not include Total Mobility card holders in the extension of half price fares for public transport?
- If so, can you please send through the reponses provided which guided Waka Kotahi to exclude Total Mobility Card holders from the half price fares scheme for public transport.
- Can you please send through relevant documents or information which highlights the rationale Waka Kotahi relied upon when making the decision to exclude Total Mobility card holders from the half price fares for public transport scheme

(No need to trawl through emails, I am hoping for things like discussion documents, meeting minutes etc that display the information Waka Kotahi relied upon when making this decision, and any discussion documented which explains what line of thinking resulted in the exclusion of disabled people from this half price fares for public transport scheme despite the fact that disabled people were explicitely referenced during the public consultation meetings I had observed)
