Cycleway Deaths

Chris McCashin made this Official Information request to Wellington City Council

This request has an unknown status. We're waiting for Chris McCashin to read recent responses and update the status.

From: Chris McCashin

Dear Wellington City Council,

Please all information as follows

- From 2000 until todays date
- Number of cycle accidents in the locations where cycleways have been completed
- I want these broken down into months and type of accident & deaths etc
- Obviously want it to be clear when the cycleway went in
- I want all of the locations notably Island Bay, Newtown, Thordon - effectively any and all new cycleways

I see our friends at LGWM are looking at another round of business destroying cycleways

Can you also tell me how many parks have been removed from the CBD and bike racks have been bolted into the road reserve. Can you also tell me the revenue lost from the removal of these carparks. I see there is one on Victoria Street & College Street that I am aware of.

And you people have the audacity to put the cost of parking and rates up as you continue the systematic destruction of this once fine city.

Yours faithfully,

Chris

Dear Mr. McCashin,

Thank you for your email received on 22 May 2023 in which you sought
information relating to cycleway accidents and cycle parking in the CBD.

In the first part of your request you sought the following:

From 2000 until todays date

- Number of cycle accidents in the locations where cycleways have been
completed

- I want these broken down into months and type of accident & deaths etc

- Obviously want it to be clear when the cycleway went in

- I want all of the locations notably Island Bay, Newtown, Thorndon -
effectively any and all new cycleways

I can advise that this information is held as a data set which belongs to
Waka Kotahi.

The data set is held as ‘Crash System Analysis’ (CAS) and is publicly
available on the Waka Kotahi website. This is the same data that the
Council accesses in respect of cycleway accident data.

This data set is updated in the first week of each month and statistics
are available from 1 January 2000.

Further information on the data set can be found via the following link:
[1]Crash Analysis System (CAS) data | Waka Kotahi open data (arcgis.com)

The data you are seeking can be accessed via the CAS system and can be
broken down into year (month is not included in the data set), severity
(non-injury, minor, serious, or fatal), etc.

This information can be filtered by location (region, TLA name, road
name).

The Waka Kotahi CAS portal (including a contact for bespoke reporting) can
be accessed via the following link: [2]Crash Analysis System (CAS) | Waka
Kotahi NZ Transport Agency (nzta.govt.nz)

The instructions provided below will enable you to extract the information
you are seeking.

·         The URL below is a direct link to the dataset. In this URL the
filters for location (Wellington City TLA) and accidents involving bikes
(Bicycle > 1) have already been applied:
[3]https://opendata-nzta.opendata.arcgis.co...

·         Instructions on how to apply filters and download the data are
as follows:

1.                   Open the Waka Kotahi Open Data Portal here:
[4]https://opendata-nzta.opendata.arcgis.co...
and click [5]Crash Analysis System (CAS) data

2.            Click the Filter data button to select your desired data:

3.            Click the Download button. Toggle the filters to be ‘on’ and
select your preferred data type:

Data relating to locations of completed cycleways is in tab 1 of the
attached Excel spreadsheet. It includes:

·         cycleway type

·         location (by road name)

·         asset owner

·         date of installation

Data relating to bike parks that have been installed in the CBD is in tab
2 of the attached Excel spreadsheet. It includes:

·       number of carparks removed

·       number of cycle racks installed

·       location (road name and suburb)

·       installation date

In the second part of your request you sought the following:

Can you also tell me how many parks have been removed from the CBD and
bike racks have been bolted into the road reserve.  Can you also tell me
the revenue lost from the removal of these carparks.

This information was presented to the Regulatory Processes Committee on 7
September 2022 and can be accessed on the Council’s website via the
following link: [6]Regulatory Processes Committee - 7 September 2022,

Dear Ian Hunter,

Can you please provide this information to me on Wellington City Council letter head with the relevant data extrapolated out relating to the crashes as per my request.

Also with regard to the parking removals - can you provide the cost to install the bike parking.

Just an FYI - the majority of the time I walk past those bike racks they are vacant. I find it shocking that parks can be removed and then council buys carparks!

The waste, fraud and abuse at council is relentless and we are a billion dollars in debt?!

At what point is fiscal responsibility required?!

Yours sincerely,

Chris McCashin

Dear Mr McCashin,

I write with respect to your email received on 20 June 2023 in which you
requested the Council “…provide this information to me on Wellington City
Council letter head with the relevant data extrapolated out relating to
the crashes as per my request.”

As I advised in my email dated 20 June 2023, the information the Council
provided is held as a data set which belongs to Waka Kotahi.

The data set is held as ‘Crash System Analysis’ (CAS) and is publicly
available on the Waka Kotahi website. This is the same data that the
Council accesses in respect of cycleway accident data.

Whilst the information sought is not held by the Council, the information
was extracted and provided to you and covered the questions you asked,
namely:

Data relating to locations of completed cycleways (tab 1)

·         cycleway type

·         location (by road name)

·         asset owner

·         date of installation

Data relating to bike parks that have been installed in the CBD (tab 2)

·         number of carparks removed

·         number of cycle racks installed

·         location (road name and suburb)

·         installation date

In addition, you were also advised that the Waka Kotahi CAS portal
(including a contact for bespoke reporting) can be accessed via the
following link: [1]Crash Analysis System (CAS) | Waka Kotahi NZ Transport
Agency (nzta.govt.nz)

As such, the Council believes it has provided the information requested
and complied with the requirements of the Local Government Official
Information and Meetings Act 1987.

If you require any further analysis of the data provided, then you may
wish to approach Waka Kotahi who can provide you with a bespoke report in
respect of the data you are seeking.

If you disagree with the Council’s response you can apply in writing to
the Ombudsman to have the decision investigated and reviewed under section
27(3) of the Local Government Official Information and Meetings Act 1987.

In your email dated 20 June 2023 you raised an additional question:

“…with regard to the parking removals - can you provide the cost to
install the bike parking.”

I can advise that under section 13 of the Local Government Official
Information and Meetings Act 1987 your request is granted and for no cost.

I am currently in the process of verifying this information and will look
provide this within the next five working days.

Kind regards,

Ian
