Dear Wellington City Council,

Please provide the total number of buildings, especially dwellings, in Wellington City to have been impacted in any way (any form), by the Kaikoura earthquakes in November 2016.

Of these instances, please provide the following detail from building consent data (or other sources held, or which the city has used):
- consent number
- type of consent (demolition, construction, repair, large rehabilitation, etc)
- any other categorisation used by the city; indication of which were residential, commercial, or were/are dwellings, etc (or whatever codes the authority uses, with metadata to assist understanding)
- date of notification of work commencing
- date of code compliance sign-off
- date the consent lapsed (if superseded by another consent, then which consent)
- the location of the consented works e.g. an address, and lat/long if available
- name of building (or site) if available
- the value of work consented/signed-off
- the building consent fee

Please provide in a spreadsheet format, or CSV file.

Please provide the total number of buildings, especially dwellings, in Wellington City to have been impacted in any way (any form), by the Kaikoura earthquakes in November 2016.

The Kaikoura earthquake pre-dates changes to the Building Act which were made in 2019 and made this information more accessible.

As your request stands, we are unable to provide the information you have requested without substantial collation. In many cases, this data will not be recorded. Prior to 2019 where a state of emergency was not declared following an event, building owners were not compelled to advise the local authority of building damage. The Building Act also allows building within a certain criteria to be demolished without consent. Many buildings have been upgraded, or repaired as part of the alteration or strengthening without specifically being notified. This would be a legitimate approach and would still have the desired effect of repairing and strengthening the building.

If there are specific buildings you require this information on, please let us know and we can undergo a more narrow search. Without refining your request, the Council would either consider refusing your request under section 17(f) of the act due to substantial manual collation or research, or we may consider charging for the request.
