Dear New Zealand Police,

I would like to request a copy of the New Zealand Police Visual Identity Guidelines. By Visual Identity Guidelines, I refer to material that informs the use of the New Zealand Police brand identity which includes the Vehicle Livery Guidelines (if this exists). These document terms may not be the exact ones used by the New Zealand Police but may be named something similar.

I would also like to request a copy of the 'NZ Police Brand Manual' document that was previously visible on the Behance website and "was not an official New Zealand Police brand document, it was something that was put together by a graphic designer that previously worked for New Zealand Police for a design awards entry."

Whether NZ Police consider it an "official New Zealand Police brand document" or not, Section 2(5) of the OIA is clear that:

"Any information held by an independent contractor engaged by any public service agency or Minister of the Crown or organisation in his capacity as such contractor shall, for the purposes of this Act, be deemed to be held by the public service agency or Minister of the Crown or organisation."

So if this document was created by this graphic designer while they were engaged as a contractor by NZ Police, then the OIA would consider it to be held by them.

I am 100% certain there is some document described as a brand manual, brand guidelines, visual identity system, brand style guide, branding assets, identity guidelines or any kind of combination of those words that exists.

I have been involved in nationwide corporate and fleet signage for international brands for many years, and every single client has detailed information to keep everything consistent, that will note Pantone PMS ink colours to use, the brand and colour vinyl or reflective film to be used, requirements around logo placements and free space etc. For fleet vehicles there will usually be even more detailed artwork with placement measurements for each specific manufacturer in the fleet.

For police to claim nothing exists is blatant lying.

Looks like NZ Police tried to 'deceive' me, "Police Instructions (which makes up part of New Zealand Police’s intranet) does not have any brand manuals or similar content on it. Therefore, this part of your request is refused under s18(e) of the OIA, as it doesn’t exist. "
