This is a request for the information of the organization and structure of the project management applied to Riverlink made under the Official Information Act and the Local Government Official Information and Meetings Act.

This request is for the RACI matrix for the current management of the Riverlink Project

or

an organisation tree diagram that depicts the structure and hierarchy of the current project management team for the Riverlink Project

For each role and the current incumbent, the following information is requested:

The role name
The name of the person filling that role

Their authority to : (whether the authority has been exercised or not)

issue drawings for construction
approve any project related documentation for release
direct that design changes be made
direct that design reviews be undertaken
undertake design reviews or audits
direct that review or audits of any part of the project are undertaken
undertake reviews or audits of project management
allocate resources including funding, staff or contractors (whether or not they hold a DFA),
sign contracts,
manage contracts

Their authority to act as a representative of the Riverlink Project or NZTA when:

communicating with the media,
communicating with individuals or groups of the public,
drafting or releasing statements on any social media platform,
appearing before a Court.

Also requested are the names of the holders of Delegated Financial Authority (DFA) for the Riverlink Project. Note, no information is requested on the limits of any DFA.

The same information is requested for personnel who are working for or with the Riverlink Project as:

advisors,
consultants or,
contractors.

Thank you for the information provided in response to my request for information.
Below is my feedback on your response.

You state:
"... the names of each person filling the roles listed in the operating model and governance

purpose of an organisational tree or RACI matrix"

This is more informative to me than if the document existed. With so many orgainsations, staff and moving parts to the Project, I am surprised that no single document exists to record who is doing what and their authority. That would fall short of best-practice project management. The comment "no document exists which has collated those names together" implies that there may be separate documents.

You state:
"The project is not yet at the stage where the project drawings and designs are underway..."

A significant number of drawings and documents have already been produced and released into the public domain as part of the Consent Application. It is anticipated that the detailed design will be based on the existing drawings and documents and will continue to be refined throughout the course of the project.

The request for information sought the names of key staff. Few were provided. It is important the public are able to identify the key staff in order to know whether Project related documents or statements are approved and authoritative. This is a major project with significant financial contributions by rate payers and tax payers. It is reasonable to expect transparency.

An information request was made for information of the organization and structure of the project management applied to Riverlink.

In short the response was: "... the names of each person filling the roles listed in the operating model and governance structure are not provided as no document exists which has collated those names together for the purpose of an organisational tree or RACI matrix"

For a project of the size and complexity of Riverlink, with so many moving parts and multiple agencies, local and regional authorities, and the degree of public interest, it is normal practice to precisely define and document the Governance structure early. This should include forecast changes through the course of the project.

Not to do so becomes a major project management risk. It is essential that all of the stakeholders remain aligned. So it is deeply disturbing that the Project is unable or unwilling to publish the Governance structure of Riverlink until late this year (2022).

It is obvious that many of the key design decisions have already been made and effectively locked in through the RMA consent process. It is also clear that the NZTA has naturally taken a leading role in the project to date. Some might question whether the NZTA has intentionally fogged the Governance structure until key decisions have been made by NZTA and are no longer able to be easily changed. If that was true then the Governance Board would be largely powerless for the remainder of the project.

It is a fundamental principle of democracy and just good project management that the governance structure and the identity of those making decisions is public information. It is information that the public are entitled to know and that the project should freely publish without the need for formal requests for information.
