Query identity (QID) of non-sworn and sworn staff of the police

To New Zealand Police,
Do non-sworn police staff all have six-digit query identity (QID) in the same way as sworn police staff?
Are the first two digits the initials of their first and last names for all QIDs?
How about the 0800105777 (Police Infringement Bureau), 105 and 111 telephone service staff? Are they and their supervisors sworn or non-sworn members of the police? Do they have QIDs?
