Co-governance in Three Waters

Dear Nanaia Mahuta,
On March 18, a request was made by another person asking:
"Please provide all reports, emails and letters that show a race-based governance structure will improve Three Waters reforms outcomes for New Zealanders."
That request was ultimately withheld on April 26 under section 18(f) of the Act. I request largely the same information, although I narrow the scope of the request. Therefore:
1. Please release all advice given to the Minister on why a co-governance structure is necessary to improve water quality for all New Zealanders.
2. Please release the advice given to the Minister on why a co-governance structure in the Three Waters reforms is justified.
3. Please release any concerns presented to the Minister regarding co-governance and the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), and the Minister's response.
4. Please release any advice/reports presented to the Minister regarding co-governance in Three Waters and the New Zealand Bill of Rights Act 1990.
4. Please explain why Iwi/Maori are justified in controlling 50% of water assets when they only represent 16% of the population.
5. Please explain why Iwi/Maori have a greater interest in water quality compared to all New Zealanders.
I note that co-governance is a major public concern, and the public interest considerations in answering questions about co-governance are enormous. If any of these requests are refused, please consider whether the withholding of that information is outweighed by other considerations which render it desirable, in the public interest, to make that information available.
Furthermore, if any of these questions are to be refused, please provide the reasons for its refusal and the grounds in support of that refusal.
