Thank you for your Official Information Act (OIA) request of 12 October
2021 to the Minister of Local Government asking for “a break down of the
cost of the advertising campaign for the proposed three waters reforms to
date.” Your request was transferred to the Department of Internal Affairs
(the Department) as this campaign was commissioned and overseen by the
Department.

 

In December 2020, Cabinet agreed to a nationwide public information and
education campaign to provide a national picture of the case for change
and build wider community understanding of the challenges facing our Three
Waters services. An amount of $4 million ($2 million in 2020/21 and $2
million in 2021/22) was appropriated to undertake the campaign and to
develop, manage, and host the accompanying website. The total cost for the
public information and education campaign is anticipated to be $3.5
million. In addition, the Department has identified up to $500,000 of the
$4 million to develop, manage, and host the accompanying website.

 

The Department has considered the reasons for withholding information that
are subject to the public interest test listed in section 9(1) of the OIA.
On this occasion the Department is withholding a more detailed breakdown
of costs under 9(2)(i) of the OIA to protect commercial activities. We
have consulted with the creative agency before deciding to withhold
information in respect to a more detailed breakdown of costs, beyond what
we have provided. The agency has clarified that the rates given to the
Department were specific to the agency and their relationships. At the
completion of the public information and education campaign we intend to
be transparent about the total cost of the campaign.

 

If you are dissatisfied with the Department’s decision on your request for
