I see Police quoted a part of this document in response to a previous request of yours, regarding the definition of "Polling", but that definition doesn't appear in this document: https://fyi.org.nz/request/17866/respons...
I think it seems unlikely that this Police Manual chapter has been updated to remove the portion they quoted since Police sent you that previous response about four months ago. Presumably, it is part of one of the sizable sections of this document that have been withheld under s6(c) of the OIA.
I think this implies that Police is not justified in withholding as much information as they have under this section. I suggest you might like to complain to the Office of the Ombudsman about their decision to withhold so much information.
The Ombudsman's guidelines on decisions to withhold information for the reasons allowed under section 6 of the OIA is quite clear that Police must be able to explain how they think the release of that information would be likely to prejudice maintenance of the law:
"It is not sufficient to simply assert that disclosure of the information will have a prejudicial effect. The public sector agency must be able to identify, with sufficient particularity, the nature of the prejudicial effect and explain how such prejudice will occur in order to meet the tests for withholding in section 6."
