Are you sure their are no draft versions or previous versions of the documents?
Some of the documents actually state they are version 2 and have been updated in response to resolutions made my the Planning Committee in their meeting on 31 March 2022.

were identified as a qualifying matter was revised^2 for the purpose of public engagement

Therefore, there must be a earlier version of the preliminary response that uses the original criteria for special character areas and has not been released to the public.
