make a decision on your request are such that a proper response cannot
reasonably be made within the original time limit. Accordingly, the
University has extended the time limit for your request until 18 March
2022 under section 15A of the Official Information Act. This is the new
maximum time limit for the University’s response; we will respond to your
request as soon as reasonably practicable.

Further to my email of 18 March 2022, the documents which the University
decided to provide in response to your request are attached. As stated in
my email of 18 March:
o material has been redacted from one document under section 9(2)(g)(i),
to maintain the effective conduct of public affairs through the free
and frank expression of opinions by, between, or to members of the
University;
o material outside the scope of your request has been redacted from some
documents provided;
o some of the material requested has been provided in excerpt form under
section 16 of the OIA (see “Excerpt from b21_mumSUM scholarships”).
Although not requested, we have provided an explanatory comment on the
University of Auckland Doctoral Scholarship below:
The University of Auckland Doctoral Scholarship is made up of two
elements: the student stipend and the fees bursary. The calculations
provided for the University’s budget process include both elements.
In considering the level of increase for the student stipend element,
University officers considered 3 key options: CPI, the cost of living
increase paid to the University for tuition costs via the Student
Achievement Component , which was 1.2% for 2022, and the amount of the
domestic fee increase which was 1.7% for 2022. The increase for the fees
for doctoral study was the maximum amount allowable by the Minister of
Education
The officers recommendation to the University’s Budget Committee, which
was approved, was to align the student stipend increment with the fee
increase at 1.7%.
As stated in my email of 18 March, you have the right to make a complaint
to an Ombudsman if you are dissatisfied with the University’s response.
