Selling off of community police buildings/closing down

Donna McMillan made this Official Information request to Poto Williams

The request was successful.

From: Donna McMillan

Dear Poto WIlliams and Commissioner Coster -

I would like to know how many community policing houses are being sold off around the country. Does the sale include the land?
What happens to the money from these sales?
How often are the ones that remain manned? How many have been closed down since 2019?
What are the statistics for 105 calls versus apprehension of perpetrators?
I would also like to see any correspondence in all forms (texts, emails, etc) between the Office of the Prime Minister, Police Minister, The NZ Police Commissioner, and the Minister of Justice with regards to this matter from January 2019 to today December 14 2021.

I understand the police station house in St Heliers is being sold. What will the land be used for?
We need community policing more than ever - the police get to know what is going on.
Our communities are in need of local policing more than ever. They can bike, skateboard and generally walk the streets and get to know the communities.
For example St Heliers, Kohi, Mission Bay have had a crimewave of burglaries, shop and dairy ram raids in the neighbourhood that has escalated to the point where just the other day a group of young teens were accosted in St Heliers Bay Road at knife point and had their phones, shoes stolen while they were out walking.
Where are all the community police? We are told to call 105 as the perpetrators are long gone by the time we get to phone the police.
I also work in a school and we haven't seen our Youth Engagement police in months. They are so critical to stopping the young 12, 13 year olds getting into deep trouble.

So the stats I want is how many community policing houses are being sold off around the country. How often are the ones that remain manned?

Kind regards
Ngā mihi

Dear Ministerial Services,

Hi - thanks for the update. Do you need all those days to find the information I’m seeking? Surely 20days is just a guideline? Otherwise gosh what a slow service- you wouldn’t survive in the private sector.
I look forward to a speedy response.

Yours sincerely,

Dear Donna,

I refer to your request, transferred to New Zealand Police on 16 December,
for the following (numbered for reference):

 1. How many community policing houses are being sold off around the
country?
 2. Does the sale include the land?
 3. How often are the ones that remain manned?
 4. How many have been closed down since 2019?
 5. What are the statistics for 105 calls versus apprehension of
perpetrators?
 6. I would also like to see any correspondence in all forms (texts,
emails etc) between the Office of the Prime Minister, Police Minister,
The NZ Police Commissioner, and the Minister of Justice with regards
to this matter from January 2019 to today December 14 2021.
 7. I understand the police station house at St Heliers is being sold.
What will the land be used for?

I would like to clarify a couple of points so we can proceed with your
request:

o Much of your request relates to “community policing houses,” can you
please confirm what you mean by that term? For example, are you
referring to police stations that include accommodation for police
officers to live on site?
o Item 6 above is a request for correspondence with regards to “this
matter,” can you please confirm which matter you refer to?
o Can also confirm whether your request is for correspondence between
any two or more of the named persons/organisations, or correspondence
that involves all of them? Please note that if you require
correspondence (if any) that Police as not party to, I would need to
transfer that part of your request. Alternatively, given your request
relates to Police operations, you may wish to refine your request to
correspondence involving the Police Commissioner and any one or more
of the following: Police Minister, Office of the Prime Minister, or
the Minister of Justice.
o Given the difficulties in locating correspondence over long periods,
you may wish to narrow the timeframe of your request, and/or specify
the search terms you would like us to use. Refining the request makes
it more likely we will be able to locate something that will be useful
to you.

Finally, I note your concerns about policing in your community. If you
wish to email me directly to provide contact details, I can refer your
concerns to your local police to respond to.

Yours sincerely,

Dear Donna

Thank you for getting back to me.

I require some further clarification in regards to your OIA. By the term 'community police houses' do you mean 'Police Stations'? (St Heliers was a Police station). It is an important definition as it will form the basis of our response to your questions.

If you could get back to me, it would be much appreciated.

Yours sincerely

Chris Morrison

o Can also confirm whether your request is for correspondence between any two or more of the named persons/organisations, or correspondence that involves all of them? Please note that if you require correspondence (if any) that Police as not party to, I would need to transfer that part of your request. Alternatively, given your request relates to Police operations, you may wish to refine your request to correspondence involving the Police Commissioner and any one or more of the following: Police Minister, Office of the Prime Minister, or the Minister of Justice.
o Given the difficulties in locating correspondence over long periods, you may wish to narrow the timeframe of your request, and/or specify the search terms you would like us to use. Refining the request makes it more likely we will be able to locate something that will be useful to you.

Finally, I note your concerns about policing in your community. If you wish to email me directly to provide contact details, I can refer your concerns to your local police to respond to.

Yours sincerely,

Chris Morrison

Tēnā koe Donna

I refer to your request of 16 December 2021 for the following information:

I would like to know how many community policing houses are being sold off
around the country. Does the sale include the land?

What happens to the money from these sales?

How often are the ones that remain manned?  How many have been closed down
since 2019?

What are the statistics for 105 calls versus apprehension of perpetrators?

I would also like to see any correspondence in all forms (texts, emails,
etc) between the Office of the Prime Minister, Police Minister, The NZ
Police Commissioner, and the Minister of Justice with regards to this
matter from January 2019 to today December 14 2021

I have been asked to advise you that Police requires an extension of time
in which to respond to your request, pursuant to section 15A(1) of the
Official Information Act  1982 (OIA). Specifically, section 15A(1)(b),
consultations necessary to make a decision on the request are such that a
proper response to the request cannot reasonably be made within the
original time limit.

Police requires until 3 March 2022 to provide a substantive response to
your request. We are endeavouring to provide this to you as soon as
possible.

You have the right, under section 28(3) of the OIA, to make a complaint to
an Ombudsman about this extension.

If you wish to discuss any aspect of your request with us, including this
decision, please feel free to contact
[1][email address].

Kind regards

Catherine
