Request to The Road Efficiency Group on the ONF Classification of PT Services

Response to this request is long overdue. By law New Zealand Transport Agency should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

[Note: This official information request is for The Road Efficiency Group that is a partner to Waka Kotahi and is sent via Waka Kotahi because Local Government New Zealand recommended the best way to communicate with The Road Efficiency Group was via Waka Kotahi.]
I am interested in the development of the Public Transport Section of the One Network Framework (ONF). I understand from a previous OIA request to Waka Kotahi (WK) that the initial draft of the ONF was developed by The Road Efficiency Group and was provided to WK on 1st September 2020: https://www.nzta.govt.nz/assets/Road-Eff...
I would further note that one item of my request to WK was "Can I please have a copy of the communication to the Road Efficiency Group that led to them to develop the ONF PT Tiers and to provide the ONF movement and place classification discussion document to WK including the sender of the communication, the date of the communication and any documents attached/linked to the communication?"
The WK response is: "In developing the One Network Framework (ONF) design, an international review of movement and place frameworks was completed. As a result, the model layers (including public transport) are included as an element of a complete movement and place framework and therefore encompassed in the design document." In addition WK, stated that "The international review of movement and place frameworks you refer to was completed by a third party" and they did hold this review.
I seek the following information on the development of the Public Transport Section of the ONF by The Road Efficiency Group.
1) Can The Road Efficiency Group please provide a copy of any and all international reviews that discuss which PT services (bus and rail) would be considered rapid transit services used to support the development of the ONF?
2) Can The Road Efficiency Group please provide a copy of any and all reports used to support the development of the ONF that discuss the criteria to be used for assessing if a PT service (bus or rail) is rapid transit?
3) Can The Road Efficiency Group please provide a copy of any and all reports used to support the development of the ONF that discuss Metro Rail Lines and why they are all considered to be rapid transit corridors under the ONF?
4) Can The Road Efficiency Group please provide a copy of any and all ONF reports used to support the statement in the 1 September ONF movement and place classification discussion document that "Buses > 40 services per hour" are considered rapid transit and bus services ">12 bus services per hour" are only considered PT2 "Spine Services" ?
5) Can The Road Efficiency Group please provide a copy of any and all ONF presentations, working papers or background reports used to support the definition that "all Metro Rail lines would be classified as PT1 (highest strategic significance) as they are considered rapid transit corridors irrespective of frequency, availability and or volume of people movement."
6) Can The Road Efficiency Group please provide a copy of any and all ONF presentations, working papers or background reports used to support the definition that "Buses > 40 services per hour" are considered rapid transit and bus services ">12 bus services per hour" are only considered PT2 "Spine Services"
7) Can The Road Efficiency Group please provide a copy of any and all ONF meeting (or workshop) agendas, presentations, working papers or background reports where discussions on the criteria to classify rail PT services under the ONF including if it would be assessed as rapid transit or not ?
8) Can The Road Efficiency Group please provide a copy of any and all ONF meeting (or workshop) agendas, presentations, working papers or background reports where discussions on the criteria to classify bus PT services under the ONF including if it would be assessed as rapid transit or not ?
9) Can The Road Efficiency Group please provide a copy of any correspondence with Auckland Transport on which PT services (bus and rail) would be considered rapid transit services?
10) Can The Road Efficiency Group please provide a copy of any correspondence with the Greater Wellington Regional Council on which PT services (bus and rail) would be considered rapid transit services?
11) Can The Road Efficiency Group please provide a copy of any correspondence with Waka Kotahi on which PT services (bus and rail) would be considered rapid transit services?

On December 10th, I sent a response to my OIA Request to the Road Efficiency Group.
In this reply, I asked Waka Katohi for the following information:
"Can Waka Kotahi please confirm you have passed on this to The Road Efficiency Group as requested or provide me with a contact email by which I can contact them directly?"
To date I have yet to receive a reply. Can WK please provide me with a response or an update on when I may expect to receive such a response?
